Description
The National Institutes of Health (NIH) has a requirement for Evaluation of Edward R. Roybal Centers and Evaluation of the NIA Centers on the Demography and Economics of Aging. The contractor shall have scientific expertise in the areas researched by the Centers, knowledge of research leaders in these areas, a demonstrated ability of producing high quality reports for a scientifically-trained audience, demonstrated success in similar evaluations of NIH social science Center programs, an understanding of NIH grant policies and NIH programs, policies and procedures, and be willing and able to assemble and direct an expert panel. ? Work with NIA/BSR Project Officer to (a) establish project plan and approach (b) identify qualified candidates for and recruit expert panel members, and (c) establish schedule for and organize expert panel meetings, both in person and by teleconference, for Centers evaluation, report development and review.. ? Contractor and expert panel conduct evaluation of Roybal Centers and Centers on the Demography and Economics of Aging based on project plan: ? Evaluate the development of infrastructure and pilot data necessary for research and program development. ? Evaluate Center research projects in selected areas. ? Evaluate the development of innovative national and international networks of researchers. ? Evaluate the recruitment of new researchers into the field ? Evaluate the development and enhanced sharing of specialized databases and the rapid application of research results from these databases. ? Evaluate the development of statistical data enclaves for the analysis of large-scale, often-longitudinal, databases with linked administrative data. ? Additional questions for consideration: How helpful did participants find pilot projects, conferences, workshops, and networks to be? What might be helpful for future activities of this type? To what extent did collaborative efforts among Centers take place, such as conferences, workshops, research networks and dissemination that reached beyond one Center? Are there additional areas of emphasis, processes, or infrastructure that might be incorporated as goals for the next five-year funding cycle? What changes might be useful? ? Based on results of evaluation task, develop initial report of evaluation; request/receive comments on report from NIA/BSR project officer and expert panel. The period of performance shall be from the date of award to continue for a period of eleven months. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondent will not be notified of the evaluation results.
