- Description
- The U.S. Coast Guard (USCG) intends to award a sole source contract to Hamilton Sundstrand Corporation for 54H60 Propeller Line Maintenance Training. The USCG requirement is to acquire services to conduct one week courses designed to train Coast Guard personnel in line maintenance procedures for the 54H60 propeller system installed on the HC-130H aircraft. Hamilton Sundstrand Corporation is the manufacturer of the 54H60 propeller and all information pertaining to the 54H60 propeller is proprietary. This announcement constitutes the only solicitation: no further solicitation will be issued for this requirement. The solicitation number is HSCG23-07-R-PBF007. The solicitation incorporates provision and clauses that are in effect through Federal Acquisition Circular 01-08. NAICS code is 488190. The period of performance shall include a base period of one year and (4) one year option periods. The contract shall provide training for a total of fifteen (15) personnel during FY 2007. The Contractor shall provide information services to train Coast Guard personnel in 54H60 propeller maintenance. Topics addressed include but are not limited to the following: Familiarization with the description and operations of 54H60 propeller systems; propeller removal and installation procedures; propeller disassembly and reassembly procedures; inspection of 54H60 propeller systems and components and propeller balance and rigging techniques. The course shall be delivered in a one week session. The training will take place in both a classroom setting and a shop/lab environment. Eighty percent of instruction time shall be ?hands-on? training. Course support expected under this contract will be provided under the dir4ection of the USCG. Training location shall be held at the contractor?s site. The workday shall be defined as an (8) hour workday from 0800 ? 1600/ 8 am to 4pm. The contractor shall provide all necessary materials to perform all tasks except for any Government furnished property. This includes course material (i.e. handouts, books and tools) to be used during the training and other required information. The government will screen and provide all attendees for each course convening date. Initial contact between the Contractor and the USCG shall be at least two months prior to the physical start of each convening date. Contact can be achieved by phone conversation, electronic mail and physical meeting at USCG Headquarters, Washington DC or at the Contractor?s facility. Course dates and quotas required: 15 quota?s total. It is requested that we send five (5) students at a time for a total of three (3) classes. Most desired class dates would be in January, February or March. Unforeseen circumstances that may interfere with this schedule shall be managed by mutual agreement between the Contractor and the USCG?s Contracting Officer and the AMT Rating Force Master Chief. The following FAR provisions apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items. Notice to Offererors-Solicitation Ombudsman program ? It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner.
