Afghan Police Training Advisor ISSUANCE DATE: 12/7/2006 CLOSING DATE: 12/14/2006 SOLICITATION NUMBER: PSC-07-15 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: January 2007-January 2008, extendable as required. 7. PLACE OF PERFORMANCE: Washington, D.C., with frequent domestic and limited international travel 8. JOB DESCRIPTION: See below I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Office of Afghanistan/Pakistan (INL/AP), Bureau for International Narcotics and Law Enforcement Affairs, Department of State. INL/AP administers a $400 million program to train an Afghan National Police (ANP) force for the Government of Afghanistan (GOA), in cooperation with the U.S. Department of Defense (DOD). Preparations are underway for DOD to withdraw its cooperation on police training issues as early as FY-08, necessitating an increase in the number of program officer experts within INL/AP to takeover full program responsibilities. The contractor is one of INL/AP?s principal program officers in charge of overseeing police training and mentoring policy implementation, as well as overseeing program implementation by the INL contract in Afghanistan. SUPERVISORY CONTROLS: The contractor works under the supervision of the Director of INL/AP, however, the individual exercises wide latitude for independent action, designing programs and implementing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. II. STATEMENT OF WORK Serves as one of INL?s program officers in charge of overseeing the INL police training and mentoring program in Afghanistan. Provides the INL Front Office with expert advice on police and law enforcement foreign assistance policy; coordinates all USG-funded bilateral international police programs; provides oversight of USG-funded police assistance programs being implemented by international and non-governmental organizations; and develops and implements police assistance strategies in coordination with other U.S. agencies and international donors. Specific program management responsibilities include: -- management of the INL police training/mentoring budget, including preparation of the annual INL program budgets and program development and support (PD&S) budgets; monitoring project implementation and financial reports to remain within budget; providing periodic financial reports to INL; and identifying and taking steps to reprogram excess funds. -- through regular travel to Afghanistan, conducting end-use monitoring to ensure that personnel, training, equipment and other commodities provided to the host government are appropriate for the goals and objectives of the program. -- collect and reports information relevant to the Afghan police program and overall Afghanistan law enforcement development. -- provides policy papers on critical fast-breaking issues, to apprise senior officials, or for presentation by senior Department officials before members of Congress and their staffs, the media, and the public, as appropriate. -- interview, screen and hire prospective candidates for the INL Afghan police mentoring program, and prepare appropriate briefings and training for accepted candidates, as necessary. III. LEVEL OF EFFORT The level of effort required over the period of this one year contract is 100%. The position is full-time, with a minimum of 40 hours per week. IV. KNOWLEDGE AND SKILLS REQUIRED A. Bachelor?s degree from a accredited institution, or equivalent experience may be substituted (i.e., Associates degree with five years related experience, or ten years of related experience in public administration). B. Must be an U.S. citizen, subject to Department of State security clearance. Current or former national agency check desired. C. Familiarity with military, police, and U.S. embassy organization and management procedures, as well as knowledge of programs, organization, and operations of other USG elements making up the U.S. Mission which are involved in police foreign assistance programs, particularly the military, is required. D. Must be physically qualified to live overseas and willing to engage in in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity at both the NAS headquarters (Embassy) and Forward Operating Locations (FOL). E. Incumbent must have sufficient knowledge and experience to be able to independently perform the preponderance of the duties outlined herein without detailed supervision. V. EVALUATION FACTORS A. Ability to provide policy guidance to senior level policy makers within the USG. B. Understanding of the functions of the various elements making up the crime and international narcotics control program and experience in supervision of those types of operations -- general administration, financial management, contracting/procurement, and logistics operations. C. Experience and ability to substantially assist in developing and implementing plans for improving U.S. capacities to provide law enforcement assistance overseas quickly and effectively and overseeing law enforcement programs within specific stability and reconstruction operations. D. Ability to liaise with members of relevant USG agencies, domestic law enforcement agencies, and the international community. E. Experience in working in an overseas high threat environment. F. Experience in managing military or law enforcement organizations in a high threat environment. G. Ability to communicate complex issues in a timely and concise manner, both orally and in written form. VI. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
