- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/ Solicitation F2Q2946318A100 is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-14, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20061109 and Air Force Acquisition Circular (AFAC) 2006-1003. This acquisition will be 100% small business set-aside under NAICS code 34912. The 1st Contracting Squadron has a requirement to procure the following items: Quantity 40 sets, Item Description: Exhaust Plugs for the F22-A; Quantity 40 sets, Item Description: Intake Covers for the F22-A; Quantity 40 each, Item Description: Seat Covers for the F22-A; Quantity 40 each, Item Description: HUD and Glare Shield Cover for the F22-A; Quantity 40 sets, Item Description: Heat Exchanger Plugs for the F22-A Quantity 40 each, Item Description: Probe Cover w/RBF Streamer for the F22-A; Quantity 40 each, Item Description: Storage Bags for the F22-A; Proposals should include all applicable shipping and delivery charges. The contractor shall provided the quantity and items as specified above and as described in the Government?s extended description. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Capability of the item offered to meet the Government requirement (to include delivery requirements) and 2. Price. Offerors need to be properly registered in ORCA in accordance with FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. The Following is an extended description of the required items for the 94th and 27th AMU's of the 1st Fighter Wing. It details the description of the assorted aircraft covers required. Due to mission requirements, 20 each of all 7 items, half of the total order, is required to be delivered not later than 60 days from date contract awarded, the remaining quantities are to be delivered within an additional 30 to 60 days. 2. The objective of the contract is to supply Langley AFB with custom covers for the F22-A. The contractor shall provide covers that meet the following specifications. a. F22-A Exhaust Cover; 40 Sets Required; 36"W x 18-1/2"H x 4-1/2" thick includes the following: fabric black Coastguard, foam: cross-linked, closed cell, micro-cellular polyethylene foam, embroidery: 12" tall x approx. 5" wide vinyl 5 digit tail number, with dash, applique, with border stitch. Clear vinyl to cover tail number, trim: beading around the front face, enclosure: Velcro across the back, reinforcements: on all corners made from 18 oz. Herculite. Made to the width of the plug and extending approx 6 in from the corner, handles: two handles on the front, made from 2" standard webbing. b. F22-A Intake Cover; 40 Sets Required; 21-1/4"W x 36"H x 4-1/2" thick includes the following: fabric: foam, trim, enclosure, handles?same as paragraph 2(a), embroidery: 15" embroidered logo, 2" embroidered 5 digit tail number, and 2" embroidered wording.."SPADS RULE" or "FIGHTIN' EAGLES" on the front face of the plug. Clear vinyl to cover embroidery. c. Seat Cover; 40 Each Required; Aces II seat includes the following: fabric: Black Coastguard embroidery: 12" embroidered logo, 1-2" embroidered 5 digit tail number and 1-2" embroidered wording?"SPADS RULE" or "FIGHTIN' EAGLES". Clear vinyl to cover embroidery, trim: beading same as for the plugs, placed in the seams. d. Hud & Glare Shield Cover; 40 Each Required; 28-1/4"W x 18" H face, w/8" x 10" Hud Cover w/23"W x 12-1/2"x 69-1/2"; includes the following: fabric: Black Coastguard, trim: same as for the Plugs, placed in the seams embroidery: 6" embroidered logo, 1-1/2" tail number. Clear vinyl. e. Heat Exchanger Plugs; 40 Sets Required; 1 set consists of 2 4"x4" and 2-9" x 4" includes the following: fabric: black Coastguard foam: same as for the Intake & Exhaust Plugs, handles: 2" standard webbing. f. Probe Cover w/RBF Streamer; 40 Each Required; standard ADP Cover fabric: Black Coastguard. g. Storage Bag; 40 Each Required; 53"W x 24"H x 20" thick, fabric: Black ballistic nylon, handles: 2pcs 2" wide webbing X 10-12", embroidery: 7" embroidered logo, 2" embroidered 5 digit tail number and 2" embroidered wording same as Intake Plug.
