Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest and availability of Small, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), and Hubzone concerns for competitive con sideration. The applicable NAICS code for the work described below is 541690 with a size standard of $6,500,000. The primary purpose of the work will be to support the New England District watershed assessment and planning studies and projects both riverine and coastal efforts. The work will extend over a 5 year period. Work is to be initiated in July 2007. The tot al work effort is estimated at about $500,000 per year. In general, the work is to perform complex modeling, significant field programs and laboratory analysis, and other watershed and planning assessments including determination of pollutant loading, total maximum daily load allocations (TMDL), water supply re quirements and shortfalls, aquatic ecosystem restoration, hurricane and storm damage reduction, etc. State of the art water quality, hydrology/hydraulics, and associated models will be utilized in evaluations. Skills and proven track records in performing collection and analysis of water resources data and documented history of projects implementation with U.S. EPA and State regulatory agencies in the New England region will be needed. Proven expertise in comple x watershed, water quality and hydraulics and hydrology modeling and combing models will be required. Contractor will need to have proven experience and in-house staff to provide reliable expert witnessing in regulatory, legal, and scientific settings to defend technical analysis performed in the assessments. Some of tasks may include: a.) computer modeling with use of application of HEC-RAS, HSPF, and WASP; b.) staging significant field sampling and analysis efforts both in the riverine and coastal environments; c.) collection of water quality data and provi ding laboratory analyses, sediment quality (collection, analysis, and flux measurements), pollution and contaminant sources (identification and analysis), hydrology/ hydraulics (engineering analysis), bathymetry data collection, dam analysis, recreation in ventories and assessment of fish and wildlife and other biological resources, air quality, etc. Geographic Information Services (GIS) analysis and mapping may be performed as part of efforts. Economic analysis and planning level cost estimates may also be requested. The area for work will primarily be in New England District watersheds such as the Merrimack River, Blackstone River, Connecticut River, and Penobscot River. The work area will also include North Atlantic Division watersheds. Coastal areas are also inclu ded. To a lesser extent work areas include support of the North Atlantic Division Hurricane and Storm Damage Prevention Center of Expertise mission and this work area includes the contiguous U.S. and non-contiguous U.S. mission areas. Information requested from Contractors/Firms responding to announcement: * Small Business Classification (e.g. 8(a), Hubzone Small Business, etc.) * Firm Location * Firm Primary Area of Expertise  to be stated by Firm * Staff Expertise  provide summary of relevant qualifications * Demonstrated experience in complex Water Quality Modeling * Demonstrate Experiences in Hydrology and Hydraulics modeling * Demonstrated ability to combine the above models in a watershed setting to answer pollutant loading, water quality , waters quantity, water supply, and sediment transport questions * Demonstrated experience in developing EPA acceptable Quality Assurance Project Plans (QAPPs) * Demonstrated performance of significant water quality sampling programs  provide example projects * Familiarity with requirements and access to water quality laboratories for sample analysis * Demonstrated experience in TMDLs  provide example * Examples of waste load allocation studies and discharge permitting performed for large municipal wastewater treatment plants * Note in-house GIS capability for assessments Responses are required no later than 21 December 2006. Firms interested shall provid e the above documentation, in one original form and one copy. Responses shall be limited to 10 pages. The government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will b e considered to be in effect for a period of one year from the date of this notice. Please note that this is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The Govern ment anticipates making a solicitation announcement on or about 22 February 2007.
