Description
The U.S. Army Test and Evaluation Command intends to award a sole source contract under the authority of FAR 6.302 and 603-1 (a)(2)(ii) to SRI International, Menlo Park, CA, to acquire 15 each Airborne Position Location Systems (APLS) Cargo PalletUn it with associated equipment and software . This is a follow on effort from the previous contract DATM01-01-C-0006. The self-contained instrumentation package that measures and records flight dynamics from the moment a cargo pallet exits the aircraft unti l it impacts the ground. SRI International is the developer of the unit. To award any other source would most likely result in substantial dupulication of costs to the Government that is not expected to be recovered through competition. The NAICS code is 334220 with size standard of 750. The proposed contract action is for end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capabilit y to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A de termination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether t o conduct a competitive procurement. All responsible sources may identify interest and capability by responding to this requirement or submit a proposal; however only proposals received within 15 days of the date of this publication shall be considered. E ach response received will be used at the sole discretion of the Government to determine whether or not to compete the requirement. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, an d Tax Identification Number. All responses must be written and sent via electronic mail to aca.atec@us.army.mil. Government will not accept telephone inquiries or responses.
