- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION for fleet transportation services via sea. The purpose of this announcement is to gain knowledge of potential small business sources; specifically small business, certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), concerns. Please also provide potential respondents with a reasonably detailed scope of work sufficient enough to permit the potential firms to determine whether or not they have the wherewithal to compete. The procurement statement of work is an estimate right now and is as follows: The U.S. General Services Administration (GSA) seeks contractors who are regularly engaged in transportation of vehicles via sea routes in the Caribbean Sea. Offers are solicited on a sea route basis for the Caribbean Sea between San Juan, Puerto Rico and Pennsauken, New Jersey and Jacksonville, Florida for both Northbound and Southbound routes. Offerors must indicate the port location(s) within these states and Puerto Rico. The Government?s requirements for sea transportation of vehicles include sedans, station wagons, light trucks (including vans and pickups), medium and heavy-duty trucks and buses and special purpose equipment. The delivery quantity of this solicitation is a minimum of 200 vehicles per year for northbound routes. There is no assurance that any orders will be placed for southbound routes. It will be a negotiated commercial service schedule, with two (2) option renewal years. Further, its use is non-mandatory on the Government Any or all offerors awarded a contract may be selected by the Government to perform any and/or all of the requirements awarded under this contract. There is no assurance that any contractor will be the sole agent for the sale of vehicles within any given area. . Generally, vehicles will be up to 900 cubic feet in volume. As the transportation of vehicles is important to the U.S. Government, the Contractor will endeavor to meet all requirements for Shipper's operations, provided a minimum of seventy-two (72) hours notice of such requirements is given to the contractor. The contractor shall be scheduled for dates and times that are mutually acceptable to both the Government and the contractor.
