- NASA/MSFC has a requirement for 1 Ea. Liquid Nitrogen Blasting System. NASA/MSFC intends to purchase the items from NitroCision, LLC, for the purchase of a Nitrojet 6,000 System, including installation and training for the following reasons: 1. NitroCision LLC, is the only source for this technology in that they hold the sole proprietary rights to this technology, equipment, and associated literature. 2. MSFC is responsible for development of processes and procedures for the removal of Thermal Protection System (TPS) materials from flight vehicles. In the development of these processes and procedures, MSFC designs and conducts experiments to evaluate/determine the most efficient, practical, safe and reliable operational parameters. The parameters examined include the spray pattern, pressure, nozzle type, rotational speed, transverse speed, and distance from the substrate. The Kennedy Space Center (KSC) is responsible for there furbishment activities that incorporate the processes and procedures developed by MSFC on the actual flight hardware. KSC has already purchased the same technology from NitroCision, LLC. It is critical that process and procedure development laboratory at MSFC utilize the same hardware that the KSC production work utilizes. 3. NitroCision is the only source for major, critical components spare parts for this system. While this system uses some industry standard parts, the system in whole is only sold through this source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/13/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
