Description
The Social Security Administration (SSA) has a requirement for the services of a contractor to provide national training and technical assistance in support of the Work Incentives Planning and Assistance (WIPA) Program. The WIPA Program provides work incentive planning, assistance, and outreach services to SSA beneficiaries receiving Social Security Disability Insurance (SSDI) and/or Supplemental Security Income (SSI) based on disability or blindness seeking employment in all States, the District of Columbia and US territories. In order to provide the WIPA Program with the necessary knowledge and tools to disseminate accurate information about work incentive programs to beneficiaries with disabilities, SSA plans to issue a solicitation for a contractor to develop and provide national training and technical assistance to this program. SSA anticipates awarding a single, firm-fixed-price requirements type contract for one year from the date of award with provisions for two one-year option periods. This acquisition will be conducted in accordance with Part 12 of the Federal Acquisition Regulation (FAR), Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of any contract. This is an unrestricted requirement and proposals from all responsible sources will be considered by the Agency. Solicitation number SSA-RFP-07-1006 is released with responses due on January 5, 2007 unless otherwise extended. The solicitation is available for downloading at www.fedbizopps.gov. Requests for hard copies will not be honored. Potential offerors shall be responsible for monitoring this internet site, www.fedbizopps.gov, for release of the solicitation, amendments (if any), and all other documents relative to the solicitation. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. No telephone requests will be honored as all questions must be submitted in writing via e-mail to john.t.andrews@ssa.gov. The Interested Vendors Module (IVL) in FedBizOpps has been enabled for this solicitation. Vendors are encouraged to register their interest in the solicitation. The use of IVL will: 1) provide you with automatic notice of solicitation amendments; 2) provide your contact information to the contract specialist; and 3) enable the contract specialist to publish a listing of the interested vendors through FedBizOpps to facilitate vendor collaboration for subcontracting opportunities, etc. No other listing of interested vendors will be created or be available for release.
