Description
The proposed acquisition listed herein is a 100% Small Business Set-Aside. The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) is obtaining the services of consultants (Dentist and Hygienist) to provide technical assistance to enhance the overall program management and effectiveness of the Agency for Children and Family (ACF) Regional Offices and in the American Indian/Alaskan Native (AI/AN), and Migrant and Seasonal (MS) Farm Workers Branches. The types of TA consists of: 1) Training ? Oral health training at National, Regional, State and/or local conferences such as the Birth to Three Institute, the National Head Start Association Conference (NHSA), the NHSA Parent Conference, and the Head Start State Collaboration Meeting; 2) Program Quality and Continuous Improvement ? by providing access to care and capacity building to increase the number of participating medical providers and/or dental providers who offer oral health services to Head Start (HS) and Early Head Start (EHS) children. For example one-on-one meetings or calls with dental providers, conducting training workshops, providing opportunity for networking, and/or signing up for the purposes of increasing oral health services to HS/EHS children; and 3) Program Management to provide consultation and training to ACF Regional Office Staff and others for the purpose to increasing knowledge and capacity for information transfer and provision of oral health services to HS/EHS children. The Contractor shall provide 15 oral health consultants, at a minimum, they must posses a degree in dentistry or dental hygiene from an accredited college, an active license from a state to practice and at least five years of experience in public health, specifically in consultation; and T/TA experience with Health Start or other early childhood program(s). It is strongly desired that the consultant also posses a Master of Public Health or equivalent degree. The consultant must have knowledge of Head Start program operations and be able to apply Federal and State Standards in organizing oral health services. The consultant must possess strong writing and verbal communication, organizational and interpersonal skills. The consultant must be able to work independently and collaboratively under critical time frames, be able to work with complex and sensitive information and work with culturally and technically diverse populations. The contractor shall provide: oral health consultations to the ACF Regional Offices, technical assistance to providers and local grantees in public health/dental public health, health promotion and disease prevention, dental care financing and delivery systems; prepare Program Information Report (PIR) data analysis and conduct follow-up activities related to Early Alert System; implement the recommendations formulated at Regional and/or State Head Start and Early Head Start (HS/EHS) Oral Health Forums; develop grantee specific T/TA plans and State-based oral health consultant networks in implementing plans coming from Oral Health Forums; establish and assist ACF Regional Offices in maintaining partnerships between the Head Start State Collaboration Offices, MCHB State oral health programs and other institutions/organizations and agencies that impact the provision and/or establish the standards of care for oral health of HS/EHS children. These institutions may include the American Dental Association, the American Dental Hygiene Association, the Hispanic Dental Association and other dental provider organizations and expand/build upon activities with the American Academy of Pediatric Dentistry and other organizations (i.e. academic institutions); provide orientation, consultation and training to Head Start Bureau staff, program specialists, and cluster T/TA specialists on oral health issues related to the Head Start Program Performance Standards, Performance Information Report (PIR), and Program Review Instrument for Systems Monitoring (PRISM); provide training and TA to state dental programs, dental/dental hygiene schools, licensure boards, and other professional organizations, to raise awareness about the Head Start program and to increase/enhance access to care and preventive services for HS/EHS children; provide oral health training at National, Regional, State, and/or local conferences, such as the Birth to Three institute, the National Head Start Association Conference (NHSA), the NHSA Parent Conference, and the Head Start State Collaboration meeting; provide information and strategies for outreach to HS/EHS special populations such as HS/EHS, MS and AI/AN children and their families, in ongoing relationships with private foundations, Federal programs [including, the Centers for Disease Control and Prevention, Indian Health Service, HRSA?s Bureau of Primary Health Care (BPHC) Community and Migrant Health Centers, the National Institute of Dental and Cranial Facial Research Disparity Centers] and others for integration into their programs; and identify ?models that work? in Head Start programs and share the information for replication in other regions. The MCHB Project Officer or Field Office staff will provide consultants with all information necessary to carry out the work assignment. The Contractor shall regard all information furnished by the MCHB as confidential and privileged information. The anticipated period of performance is for eight (8) months from the effective date of contract award. The Request for Proposal (RFP) will be available approximately fifteen (15) days from the date of issuance of this notice through FEDBIZOPPS. The closing date will be approximately thirty (30) days after release of the RFP.
