Description
The National Institutes of Health (NIH) is the premier biomedical research organization in the country. One of its missions is to carry out research to advance the diagnosis, treatment, and prevention of diseases. In order to better carry out this mission, the NIH has perceived a need to develop a better recruitment strategy to attract the best scientists for the many types of scientific positions in order to handle the increased complexities of modern biomedical research. 1. The Contractor shall create a two-page bannered page to run in a magazine weekly or bi weekly, on which all NIH positions would be advertised. 2. The Contractor shall develop a template for a bannered two-page four-color ad. 3. The Contractor shall develop standard templates for one-quarter and one-half page ads that would be available to the Institutes Centers (ICs). 4. The Contractor shall make available a third bannered page when required by the NIH. 5. The Contractor shall have knowledge of the In Design software and the ability to provide advice as necessary. 6. The Contractor shall have at least 30 years minimum experience advertising/ publishing for scientific positions. 7. The Contractor shall have at least 30 years minimum experience/knowledge and ability to reach out to institutions across the country and a world-wide readership of at least 650,000. 8. The Contractor shall provide: o Template for 2-page and 1-page bannered pages. o Templates for all ads to fit on the NIH pages. o Suggested style guide for typesetting. o CD with NIH logos in acceptable format. o Specific instructions from the magazine production on how to create the individual ads and save as PDF files. o Specific instructions from magazine production on how to place the individual ads onto the NIH pages, insert rules, and instructions for saving as PDF files. 9. The Contractor shall deliver 5 complimentary editions of journals containing the bannered NIH pages. They will be required when the journal is published be it Weekly or bi weekly. 10. The Contractor shall deliver a report quarterly that lists the ads placed, the size of each ad, and the issues in which they were printed. 11. The Contractor shall deliver a proposal annually for new recruitment strategies based on feedback from the readership. 12. The Contractor shall hold in confidence any proprietary information gained during this contract. All materials developed and used shall be owned by the NIH. 13. The Contractor shall assure that the quality of the printed pages and supporting materials is sufficiently high to achieve the results required as outlined in the Statement of Work. 14. The NIH will hold in confidence any contractor proprietary information gained during this contract. The NIH will not allow any materials from this contract to be adapted without the express written permission of the contractor. Multi awards will be made. The period of performance for the contract will be a base year and four one year options. Any potential contractors should respond with the following information: the size of the company (whether small, 8a, Hudzone, Large, Disabled Veteran), the number of subscriptions in readership, and how long the magazine has been in publishing. All the information needs to be forwarded by January 4, 2007. Once evaluated, a determination will be made as to the method of procurement. All interested parties who respond to synopsis will be notified of the determination.
