Description
This is a notice of intent for a non competitive (Sole Source) acquisition. The National Institutes of Health (NIH) is the premier biomedical research organization in the country. One of its missions is to carry out research to advance the diagnosis, treatment, and prevention of diseases. In order to better carry out this mission, the NIH has perceived a need to develop a better recruitment strategy to attract the best scientists for the many types of scientific positions in order to handle the increased complexities of modern biomedical research. The need is to be able to reach across the United States and the World. PURPOSE AND OBJECTIVES The purpose of this statement of work is to acquire from the New England Journal of Medicine services to aid NIH recruitment branding initiatives. These services include: (1) two-page, four-color bannered spread; (2) the sponsorship of Resident Reach and the Specialty Delivery special issues; and (3) two separate banner ad programs on www.nejm.org that would drive traffic to the NIH website, on which all NIH positions would be advertised, to enhance recruitment of the best scientists from across the United States and the World. (2) NIH will create a two-page bannered page to run in Magazine bi-weekly, on which all NIH positions would be advertised, to enhance recruitment of the best scientists from across the United States and the World. The objectives of the contract will be: To develop a template for a bannered print page: the banner will be designed and provided by NIH To develop standard templates for one-quarter and one-half page ads that would be available to the ICs To make available additional bannered pages when required by NIH To assure that the ads appear as scheduled, when provided on schedule by NIH REQUIREMENTS Given the nature of the contract, the contractor should possess the following skills and qualifications: o Knowledge of the In Design software and the ability to provide advice as necessary o Experience with advertising for scientific positions o Knowledge of and ability to reach out to institutions across the country and world ? a world-wide readership o Need at least 30 years of experience in advertising publicity for scientific positions. TASKS New England Journal of Medicine will provide: o 2-page 4-color bannered spread in NEJM for all recruitment positions. o Each year NEJM will produce 5 special booklets of recruitment ads that are mailed out to final-year Resident and Fellows in nearly all specialties. Booklet sponsorships entail a full-page 4C ad in NEJM, the same full-page ad on the back page of the booklet, logo treatment on the front page of the booklet, as well as a 2-page advertorial in the booklet itself. o 2 separate banner-ad programs on www.nejm.org that would drive traffic to the NIH job site. DELIVERABLES The Contractor should deliver five copies or bi- weekly editions of New England Journal of Medicine, containing the bannered NIH pages The Contractor should deliver a quarterly list of ads placed, the size of each ad, the costs, and the issues on which they were printed. The Contractor should deliver a proposal for new recruitment strategies based on feedback from the readership which consists of providing analogies of print readership and website hits that allow NIH to determine the most effective recruitment strategies. Meet annually or biannually via in-person meetings at NIH to strategize on potential enhancements and present new promotional materials. It is the Government?s belief that these requirements may only be met by New England Journal of Medicine. This is not a formal solicitation, however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
