- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 21-07-237PBJ031 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 611699 with a small business size standard of $6,500,000. This requirement is a Small Business set-aside and only qualified offerors may submit a quote. The deadline for submitting quotes is: Friday, December 22, 2006 at 2:00 PM EST. The U.S. Coast Guard requires a contractor to provide Shipyard Competent Person-Maritime Confined Space Entry training for a base year plus four optional periods as follows: Base Year: Date of contract Award through 9/30/2007. Option Year 1: 10/1/2007 ? 9/30/2008 Option Year 2: 10/1/2008 ? 9/30/2009 Option Year 3: 10/1/2009 ? 9/30/2010 Option Year 4: 10/1/2010 ? 9/30/2011 Course Locations: TRACEN Yorktown (3) Classes TRACEN Petaluma (2) Classes TBD LOCATION (1) Class TOTAL CLASSES PER YEAR: six (6) Duration: 3 Days Class Size: 25 (approximate) Dates will be provided upon the exercise of each option period, but for planning purposes, the Coast Guard anticipates one class will be offered quarterly, with the additional two coming every other quarter (for a total of 6 classes each year). The schedule for the Base Year is as follows: 1/23 to 1/25/2007 TRACEN Petaluma 2/21 to 2/23/2007 TRACEN Yorktown 5/14 to 5/16/2007 TRACEN Petaluma 5/30 to 6/1/2007 TRACEN Yorktown 9/5 to 9/7/2007 TRACEN Yorktown Sixth and final course date/location to be determined The contractor shall provide a three day, 24 hour training course for the Coast Guard. Class size is 25 students, which may be exceeded at the Coast Guard's discretion. Students completing the course shall be able to demonstrate the knowledge and skills required to perform as a Competent Person per 29 CFR 1915, sub part B. The contractor shall provide to the Chief, Office of Safety and Environmental Health, within 60 days of completion of the course, a report containing, at a minimum, a student roster, student critiques and instructor comments and observations. The government will provide classroom space at the locations specified above; the contractor shall conform to the rules and regulations regarding these facilities and visiting instructors. Description of Course: The course shall give Coast Guard personnel (active duty, civilian, reserve and auxiliary) the knowledge and skills necessary to perform as Competent Persons, as described in 29CFR1915, subpart B and COMDTNOTE 15000 of 27APR01. The contractor shall teach the students to apply and recognize, evaluate, and control (REC) model to confined space hazards at ship repair and ship construction facilities and during CG marine safety activities aboard vessels. The applicable guidance and regulations--29 CFR 1915, NFPA 306, COMDTINST 15000.1, and COMDTNOTE 15000 of 21APR01- shall be reviewed, the roles of the Marine Chemist and Shipyard Competent Person shall be discussed in detail, and students shall learn to use confined space atmospheric testing equipment during "hand's on" simulated entry exercises. QUOTES SHALL BE EVALUATED ON A PASS/FAIL BASIS AS FOLLOWS: (1) The Contractor shall be National Fire Protection Association (NFPA) certified or have equivalent NFPA certification. (2) At least one of the proposed instructors shall be a NFPA certified Marine Chemist (MC). (3) Contractor instructors shall demonstrate high personal standards of integrity, grooming, conduct, and speech. Quotes are limited to 10 pages total. Offerors shall propose a firm-fixed-price on a per year basis. An adequate price breakdown must be included in your quote which will indicate course price, travel price, and any other pertinent line-item. The Coast Guard intends to award one firm-fixed-price contract with four option years resulting from this competition. The firm that receives a "pass" in all categories under instructor qualifications and has the lowest price will receive the award. The selected Offeror must comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors and 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
