Description
The National Training Center (NTC), Fort Irwin, California, intends to solicit for a Live Fire Shoot House in or around the magnitude of $700,000. The NTC Acquisition Command issues this sources sought to obtain information regarding the availabilit y of this requirement within industry, in accordance with the below performance work statement. Information obtained will be utilized to finalize the Acquisition Strategy for solicitation of this requirement. Interested parties are required to submit literature, technical information, estimated costs, delivery timelines, and options available for this requirement. Interested parties shall also include company information such as: business size, socio-economic standing, GSA Schedule numbers and all other pertinent information. Submissions must be received no later than 4:00pm PST via fax at 760-380-3693 or e-mail to Marie.Velez@irwin.army.mil. Performance Work Statement: NTC Urban Operations (UO) Live Fire Shoot House 1. REFERENCES: MIL-HDBK-1027/3B  Range Facilities and Miscellaneous Training Facilities other Than Buildings, 1 Dec 1989, Section 2 (Small Arms Ranges), (available on the United Facilities Guide Specifications (UFGS) web site. DA Pamphlet 385-63 Range Safety, 10 April 2003, para 2-6 (Safety requirements for indoor firing ranges), para 6-1 (Firing conditions). 2.0 To support live fire training in urban environments and within buildings, the NTC two-story shoot house shall be a minimum size of 2,600 square feet of usable space on the ground floor. The second story shall be a minimum of 500 square feet of usable space. Shoot house structure shall meet or exceed industry design specifications and guidelines of qualified manufacturers. The structure shall be resistant to ball ammunition ricochets, minimal lead contamination with a reasonable maintenance program, u sers with military issued ear inserts shall be able to reduce hearing hazards to an acceptable level, based on type and class of ammunition used, and shall meet quality and flame resistance standards for such use. The contractor shall propose plans for rev iew and acceptance to the Ft. Irwin Directorate of Public Works. The contractor shall provide As built drawings no later than 14 days from accepted completion. List of materials shall be approved by a qualified engineer in bullet absorbing materials. Ra nge certification shall be obtained before use. Other significant requirements: 2.1 Lights and electrical wiring are not required. Portable, self-contained targetry and battlefield effects equipment will be used in the shoot house. 2.2 Shall have at least two entrances to the building. Removable doors shall be provided and shall be capable of rapid replacement. 2.3 First floor shall have a minimum of five (5) rooms and second floor shall have a minimum of two (2) rooms. 2.4 There shall be a minimum of two (2) windows on one side of the first floor with at least one on the side of one entrance. The windows shall have frames, no glass, and shall have hinged shutters/closures capable of easy replacement and of providing w eather protection. 2.5 The shoot house shall be modular and expandable through the addition of interlocking modules, expansion upwards two stories, and capable of adding interior and/or exterior stair clearing towers. The walls shall be reconfigurable with the use of loca l labor and a minimum of new materials. 2.6 Height of interior bullet absorbing walls shall be a minimum of 8 feet. 2.6.1 Bullet absorbing capable walls, applicable floors, ceilings, stairways and exposed beams. 2.6.2 The bullet absorbing interior walls shall be capable of stopping .45ACP, 9mm, 5.56mm and 7.62mm ball service ammunition at all firing angles from a range of one foot and farther at an operational rate of 6 ,500 rounds per month. Shoot house is not required to support the use of tracers, incendiary ammunition or grenades. 2.7 All bullet absorbing panels shall be resistant to environmental factors such as: Severe weather, temperature extremes, high humidity, desert heat, wind and UV radiation. These factors shall have little to no effect on product performance. 2.7.1 All bullet absorbing panels shall have safety seams and corner guards to prevent bullets from passing through common seams in walls and corners. 2.7.2 Contractor shall avoid designs which allow for inaccessible dead spaces (under staircase, behind walls) where flammable materials (rubber particles, sawdust, and lead dust) are able to collect. 2.7.3 The bottom/rear of the bullet absorbing panels shall be capable of being accessed for easy cleaning and inspection of the bottom of the panels and the bullet absorbing walls without tools. 2.7.4 The stairs shall meet OSHA fall protection standards and be bullet absorbing to prevent bullet penetration and ricochets from live fire. 2.8 Contractor shall propose user implemented safe procedures to clear, clean and maintain shoot house to prevent possibility of damage or fire during non-use periods. 3.0 The UO Shoot house shall support the following future training expansion: 3.1 Shall be able to utilize a cat walk with guard railings around the building to view actions inside the first and second floors. 3.2 Shall be able to have a fire retardant and weatherproof shade emplaced to protect the building from the desert environment. 3.3 Shall be able to support video instrumentation (cameras) and remote target activation and battlefield effects (sound, obscuration). 4.0 Engineer Requirements and Site Considerations: 4.1 Contractor shall be required in providing for approval stamped engineering drawings by a licensed engineer in the state of California. Stamped engineered drawings shall include excavation plan and details, structure foundation plan and details, and structural plans and details. 4.2 Site is located in California Seismic Zone 4, wind load is 90-100 MPH and meets Uniform Building Codes (UBC). Shoot house design shall comply with all applicable state and Federal regulations. 4.3 The shoot house site is located on relatively flat ground, but may require limited grading for the placement of the concrete pad. 4.4 The shoot house site is located in the northern live fire training corridor of Fort Irwin. The site is approximately 40 kilometers (26 miles) from the main post of Fort Irwin. It is accessible only by a slightly-improved dirt road. The site has n o electric power, water or sewer connections. 4.5 All construction materials shall be delivered to the shoot house site, not locations in the Fort Irwin cantonment area. 5.0 Construction Time: 5.1 Shoot house site is located on an active Army training base with regularly scheduled training activities. The Army will provide access and control procedures for the site during scheduled training events. Army training events will have minimum effe ct on the construction schedule. 5.2 The contractor shall deliver a fully operational shoot house not later than 90 days after contract award.
