Description
The Contracting Center of Excellence (CCE) on behalf of the Secretary of the Army intends to award a contract to the Pinehurst Resort, 80 Carolina Vista Drive, PO Box 4400, Pinehurst, NC 28374-4000, a commercial Mobil Four Star facility, for the Arm y Civilian Aids to the Secretary of the Army Conference, to be conducted 14-19 April 2007. The procurement will address meeting facilities and dining arrangements for 85 attendees and guests. Interested offerors must comply with the VIP Code 4 Protocol ( three star general officer equivalent) requirements as defined by Department of the Army (DA) Pamphlet 600-60, A Guide to Protocol and Etiquette for Official Entertainment, as addressed on page 50, Table D-1, Number 166, Civilian Aides to the Secretary of the Army (CASAs); and be geographically located at a distance not to exceed 40 miles from the Post Headquarters, Fort Bragg, NC. VIP Code 4 Protocol is equivalent to the Mobil Four Star Rating Program, where lodging establishments are described by their d istinguishing characteristics, price range, the quality of service and facility, and by the area surrounding them. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the author ity of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 9:00 am, 18 December 2006. A determination by the Government not to compete this proposed c ontract based upon responses to this notice is solely within the discretion of the Government. See Note 22.
