- The following questions were submitted to the Contract Specialist prior to the close of business 6 DEC 06: 1) Does the Government anticipate a contract for personal or non-personal services? The requirement will be awarded as non-personal services. 2) Will any coverage requiements apply to any of the positions within this soliciatation? The Government will provide coverage for these positions during the Contract employee's legally documented leaves of absence (vacation and sick leave provided by the Contractor IAW with employment terms and conditions). The Contractor will be responsible for notifying the Government of all leaves of absence prior to the taking of such leave, if at all possible. Extended period of absence (Two weeks or more will require a backfill by the contractor) shall be discussed with the Government on a case by case basis to determine the best solution for the Government. Contractors shall provide the Government, in the Technical Proposal, the leave of absence terms and conditons (vacation and sick leave) for the employees nominated for the positions in the Statemen t of Work. 3) Are there specific educational, licensure, certification, etc. requirements for the positions covered by this solicitation? Yes, the Statement of Work states the minimum requirements for each position. 4) FAR 52.212-2 of the amendment document states, The contractor shall submit electronically a Technical Proposal and a Cost Proposal. The Government further states, The proposals will be two (2) separate proposals. Will the Government please define h ow the contractor is expected to submit the Technical and Cost Proposals separately? (I.E. Separate attachments in the same email, or a separate email per proposal) Please advise. The Government is requesting 2 separate attachments, one labeled Technical Proposal and a second labeled Cost Proposal. The Contractor may submit both in one e-mail. 5) The amendment document posted on November 24, 2006 states, The Cost Proposal will provide only that information directly related to the Contractors proposed cost. Will the Government please define the information required in the cost proposal? (I.E. F ully burdened rates only, NTE amounts) The Government is requesting that Contractors only place technical information in the Technical Proposal and cost information in the Cost Proposal. Contractor are expected to provide sufficient information for the Government to award a Time & Materials co ntract type (i.e. proposed number of hours for each position and the hourly rate. The hourly rate should be fully disclosed if burdened. 6) How does the Government intend for the contractor to submit pricing for the overtime CLINS? Does the Government intend for the contractor to submit rates only for these CLINS? If the Government prefers the contractor to submit an extended amount, will the Government please define the maximum number of overtime hours allowable for each labor category. Please advise. Overtime CLINS should list only the hourly rate. This rate should be fully disclosed if burdened. The Government will make a determination concerning the number of overtime hours prior to issuance of a contract. 7) Will the Government please define any insurance that the contractor will be required to maintain while performing under this contract? The Contractor is responsible for maintaning all insurance required for the employment of such positions. The Government has no additional insurance requirements. 8) Will the Government please list all materials, instruments, and supplies, intended to be issued at no cost to the contractor, for use by the contractor in performance of this effort? All materials, instruments and supplies will be provided by the Government for preformance of the requested services. 9) Will the government please define the number of Past Performance Questionnaires the contractor will be required to submit f or this effort? The Contractor is to provide the Questionnaires to all clients receiving similar services within the past 3 years (please note, the Contractor is not to submit the Questionnaires, the clients are to submit the Questionnaires). There is no requirement for a specific number to be submitted. 10) Will the Government please define what is expected to be included in the Employee Capture Plan? Due to the requirement to include a Employee Capture Plan as part of the contractors proposal, does the Government require that the contractor submit cand idate names and documentation in the proposal? (I.E. curriculum vitae, description of experience, proof of credentials) The Government requests Contractors provide their plan for retention of the incumbent employees. The Statement of Work states that candidates are to be provided with required documentation of the qualifications, knowledge and skills. Please refer to the Statement of Work. 11) Will the Government please verify that the contractor is not required to submit employee resumes as part of the proposal for this effort? The Government's Statement of Work states that all documentation supporting a candidates personnel qualifications, knowledge and skills must be submitted. 12) The staffing requirements on the Scope of Work document states that the General Dentist/Dental Assistant will be screened initially for suitability and reliability. Who will be conducting this screening? When does the Government expect this screenin g will be conducted? Please advise. The Armed Forces Institute of Pathology, Office of the Armed Forces Medical Examiner will conduct the screenings. The screenings are expected to occur prior to contract award 1 JAN 07. 13) The staffing requirements on the Scope of Work document states that the General Dentist will be required to maintain broad knowledge of military structure and (the) ability to understand command structures and recognize the impact of mission accomplis hments. What does the Government intend the contractor/contractor employee to provide as evidence that this requirement is being met? Please advise. The Contractor is expected to show that a candidate has broad knowledge of military structure and recognize impact on mission accomplishment. The Government will not direct a Contractor on what documentation to provide, but an example might be documentati on of a candidates past experience supporting this requirement. 14) The description of tasks for the General Dentist states that the individual will be required to on a continuous basis, know and understand all aspects of the job. How does the Government intend to measure the compliance with this task? Please advise. The Contractor employee's performance will continuously be measured by the Government in accordance with the Statement of Work. 15) The scope of work document states that the Forensic Pathologist will serve in an educational role, as a guest instructor to the various professional training courses conducted by the AFMES. Is the 10 hours per week noted as the performance hours for t his position inclusive of the teaching requirement? Is the 10 hours per week inclusive of course preparation time? Please advise. The forensic pathologist will be a privileged physician in the medical examiners office. As a privileged member, he will be considered a member of the teaching faculty for the ACGME accredited forensic pathology fellowship. Teaching responsibilities will consist of interacting with the fellows and participating in their educational program. The forensic pathologist may be asked to serve in this role up to 10 hours per week and those 10 hours are inclusive of course preparation time. 16) Will the personnel be required to obtain the anthrax and smallpox vaccine upon hire? If so, who will provide this vaccine and will there be costs associated with the vaccination? Please advise. No 17) Will the Go vernment please verify that the contractor will be evaluated on the evaluations factors as listed on the amendment document posted November 24, 2006? The Government verifies that Contractors will be evaluated based on the evaluation criteria provided for the Combined Synopsis/Soliciatation W81XWH-6326-0001 posted on 22 NOV 06 and amended on 24 NOV 06. 18) Does the government intend to extend the due date for proposals in order to allow contractors ample time to incorporate answers to questions in their proposals? Please advise. No extension will be granted. 19) Does the Government expect there to be any ODC/Travel costs associated with this effort? Please advise. The forensic pathologist will be providing consultation on medical-legal cases that have the possibility of being subject to judicial proceedings. This person may be called via subpoena or other court request to testify in these cases. Travel costs assoc iated with such testimony are covered by the convening authority. For the other positions, it is highly doubtful that they will be asked to travel. 20) Is the incumbent contractor eligible to submit a proposal under this RFQ? If so, does the Government expect the incumbent to submit a proposal under this RFQ? All Contractors are eligible to submit proposals under this RFQ. The Government will not comment on the intent of a Contractor. 21) The requirements for the General Dentist state possess a current, valid state license to practice dentistry in the state of Delaware. Is this position not covered under federalization law where the contact employees are allowed to function under their license despite being in a different state? If this is the case, does this requirement pertain also to the Forensic Pathologist? Please advise. The Armed Forces Institute of Pathology, Office of the Armed Forces Medical Examiner states that the General Dentist is required to possess a current, valid state license to practice dentistry in the state of Deleware. This requirement does not apply to th e Forensic Pathologist.
