Description
NAVAIR Orlando Training Systems Division has a requirement to support the Center for Security Forces (CSF) in acquiring Master-at-Arms (MAA) training for Navy personnel in the Norfolk, Virginia Fleet Concentration Area (FCA). This training is designed to provide selected USN personnel to perform specialized duties at Naval installations and facilities as a member of the Navy Security Force. The student will receive training and be tested on Anti-Terrorism, Force Protection, and Basic Law Enforcement to include, but not limited to: Pier Sentry, Harbor Security, Force Protection Conditions, Physical Security Safeguards, Apprehension, Search and Seizure, Use of Force, and Deadly Force as they pertain to the duties of a U. S. Security Force. This requirement is a non-commercial contract. Award will be made in the form of an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to one responsible offerer and orders will be issued against the IDIQ as need arises. Tasking will be by individual Task Order (TO) specifying the quantity of services to be delivered from the basic contract. A firm fixed-price type contract is anticipated for this effort with a period of performance of one (1) base year, with four (4) one-year option periods to be exercised at the discretion of the government as per FAR 52.217-9. The basic contract will specify the requirements to be delivered in accordance with the SOW. The contractor shall provide those services, facilities, equipment, and consumables necessary to provide the training delineated in the basic contract and defined within each individual TO. A draft Statement of Work (SOW) and Training Course Control Document (TCCD) are posted to the Fed Biz Opps website at http://www.fedbizopps.gov and the NAVAIR Orlando business Opportunities website at: http://www.nawctsd.navy.mil/ebusiness/busops/acquisitions/index.cfm. To access the draft SOW found on the NAVAIR website, click in the 2nd drop-down menu and select "Sources Sought/Market Survey Notice". All of the NAVAIR Orlando?s current Sources Sought/Market Survey notices will be displayed on this page. Click on the link titled "Master-at-Arms Training", which will allow you to download the draft SOW and TCCD. For purposes of this sources sought notice, all attachments referenced at the end of the SOW will not be made available. Responses to this notice should include a narrative identifying the scope of past and present (within the last 3 years), relevant experience on similar contracts (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. Additionally, interested parties should submit a rough order of magnitude (ROM) identifying estimated monthly pricing of instructors for each location. All interested parties shall specify the current business size of their company. The applicable North American Industry Classification System (NAICS) Code for this requirement is 611699 with a size standard of $6.5 million. Brevity of extraneous information is desired.
