- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. FAR Subpart 6.3, Other Than Full and Open Competition; FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, applies to this acquisition. Naval Surface Warfare Center Crane Division intends to award a contract to Vinghog AS, Tonsberg, Norway for MK47 Trainer Systems used with the MK47 Weapon System. The MK47 Trainer will support the USSOCOM Foreign Comparative Test Program (FCT) program and meet the Advanced Lightweight Grenade Launcher (ALGL) Operational Requirements Document (ORD) product improvement objective requirement for a training system that provides home station training to supplement live fire training exercises. The MK47 Trainer System shall interface with and operate with the Advanced Lightweight Grenade Launcher (ALGL) MK47 MOD 0 Weapon System. The MK47 Trainer System shall allow the gunner to rotate the MK47 machine gun 360 degrees viewing a panoramic background scene. The MK47 Trainer System shall pr ovide immediate hit/miss evaluation feedback to the operator during each engagement step of the scenario. The MK47 Trainer System shall maintain automatic hit/score records and allow playback of scenario engagement. MK47 Trainer System shall have capability to load different realistic scenarios including simulated use of MK285 air bursting ammunition. A license for MK285 ammunition technical data is required from Nordic Ammunition Company (NAMMO). The MK47 Trainer System shall allow for set up and training in any location using the MK47 Weapon System in ground or vehicle mountings. Solicitation will be issued for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract that will cover a 5 year ordering period/ 6 year period of performance. The MK 47 Trainer system IDIQ anticipated minimum/maximum contract quantity is minimum 3 each, maximum 375 each. The MK 47 Trainer system IDIQ anticipated minimum/maximum delivery order quantity is minimum 3 each, max imum 372 each. The Government intends to award a Firm-Fixed Price (FFP ) type contract resulting from the solicitation with a required delivery schedule of 120 days after receipt of order. The required terms are F.O.B.: Destination; Inspection/Acceptance: Origin.
