Description
Modification to this notice is required to solicit this procurement as a full and open competition. As a result, deadline dates are revised: 1. RFP has been uploaded to FedTeds for access. 2. Submission of Questions- by Dec. 20-Responses to Questions-Dec 22 3. Submission of proposals- Jan 16, 2007, 3:00p.m. The dates in this modification supersede those dates referenced in the uploaded RFP. (Proposal Procedures) The RFP has been uploaded to FedTeds. Instructions are contained in the RFP on submission of proposals. There will be a brief question and inquiry period before submission of proposals. Any firms interested in obtaining the RFP document can access the upoloaded document through FedTeds. Email inquiries may be sent to the attention of J.Connell and S. Butler, at jconnell@fec.gov and sbutler@fec.gov. Proposals are due by January 16, 2007, 3:00p.m. Offerors proposals should be mailed to: Federal Election Commission, 999 E Street, N.W. Washington, D.C. 20463, Attn: Jacquelyn Connell, Contracting Officer. Description This notice is intended to advertise a Federal Election Commission solicitation as a full and open, in addition to GSA Schedule 70 holders to provide support and operational activities for an electronic review system, a process that converts campaign finance manual filings to electronic format. The contracted firm will provide support under a five year task order. Proposals will be evaluated on the basis of best value with technical, past performance and costs factors considered. (Scope of Project) Specifically, the Federal Election Commission (FEC or Commission) has been receiving campaign finance filings in electronic form since 1997. Congress has mandated that all committees that must file reports directly with the FEC and that reach certain activity thresholds must file electronically beginning with activity covering 2001. Committees meeting these criteria have been filing electronically since that time. The Commission has contracted to develop and operate an electronic filing system and to support other related information storage and retrieval requirements due to an increasing level of filings, with higher participation during election years. Additionally, systems have been established to provide online disclosure of enforcement activities for completed cases. There is an incumbent currently providing these services.
