Description
THE POSTAL SERVICE INTENDS TO AWARD MULTIPLE ARCHITECT ENGINEER INDEFINITE QUANTITY CONTRACTS TO SUPPORT HQ DESIGN & CONSTRUCTION PROGRAMS. Sol 519809-06-A-0001 DUE 03/21/06; Point of Contact: Please refer all inquires to Jim Allen at james.g.allen@usps.gov. The Postal Service intends to award multiple contracts for Indefinite Quantity Architect Engineer services. This solicitation is for A/E services to support the HQ Design & Construction national design standards program, which includes standard building designs, design guidelines, details and specifications. Tasks may include: coordination, evaluation, development, preparation, maintenance and updating of national design standards including AutoCAD based standard drawings on an annual basis with potential quarterly updates; beta-testing and trouble-shooting of electronic files across various system configurations, platforms and software versions; coordinating with other USPS consultants via internet; cost estimating and value engineering, energy analysis, preparation of life cycle cost benefit studies and alternatives of building materials and systems; post occupancy evaluation (including conducting focus groups); technical support to USPS field offices and contract A-Es who will use these standards; training to include seminars and professionally developed training aids; preparation of publications (manuals, guides, brochures, etc.) for internal and external use; graphic design services; and other misc. services necessary for program support. Successful firms must demonstrate experience with sustainable design and knowledge of the Architectural Barriers Act. Proficiency in recent releases of AutoCAD, Adobe Acrobat, Microsoft Word, Excel, PowerPoint and Project, and public domain life cycle costs software is required. Firms qualified to perform services described above are invited to submit a completed Standard Form 330 Architect-Engineer Qualifications. The prime firm’s office, where work is performed, must contain at least 3 licensed architects and have at least 5 persons and must be located within a 25 mile radius of the USPS Facilities office in Arlington, VA. Firms with more than one office must indicate the staffing composition of the office in which the work will be performed. If consultants are proposed they must be clearly identified on the SF 330. Consultants past work experience with the prime firm must also be clearly identified. Contracts will be awarded for two years with three one year renewal options for a total of five years. The total contract value will not exceed $5,000,000. Individual work orders will be issued and treated as individual projects. The contract contains the requirement for firms to provide evidence of current errors and omissions insurance of $200,000 per claim (exclusive of legal fees). Participation of minority-owned and women-owned business in U.S. Postal Service architect engineer selection is encouraged. The SF 330 must be received by the Postal Service not later than 03/21/06. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project. No other general notification for this project will be made. Submissions will not be retained nor returned. This is not a request for a cost proposal.
