- A R&D Renewable Energy Technology General Information Document Type: Presolicitation Notice Solicitation Number: RFP No.739 Posted Date: December 11, 2006 Response Date: January 19, 2007 Classification Code: A Research & Development Set-Aside N/A Naics Code: 541710 Research and Development in the Physical, Engineering and Life Sciences Contracting Office Address Bonneville Power Administration, Portland, Oregon Description The Bonneville Power Administration will be issuing a Request for Proposal (RFP) for research and development for Renewable Energy Technology Programs which will include the following technology areas of focus: a) Wind b) Ocean Wave c) In-Stream Tidal. Each proposal will discuss: 1 Enhance the capability of the electric system to assimilate utility scale intermittent wind or enhance wave/ocean or tidal energy resources. 2 Focus on utility scale wind, ocean wave, or in stream tidal issues along with systems needed by a modern utility to support their integration. 3 Identify the technological gaps and potential solutions that stand in the way of deploying these technologies. 4 Maximize the market value of renewable energy to the Federal Columbia River Power and Transmission (FCRPS) systems. 5 Technological approach and timeframe. 6 Partnerships with other utilities, national laboratories, universities, federal, state and local governments and private investment. 7 Potential environmental impacts and/or the strategy to minimize environmental impacts. 8 The proposals potential for promoting economic development in the Pacific NW. It is anticipated that funds exceeding $1 million will be available for multiple awards for this solicitation. Award of a cost sharing type contract is anticipated to be on or about March 1, 2007 with a period of performance ending September 30, 2007. All awards are contingent on the availability of funds and programmatic requirements. BPA will support funding up to 65% of the total project costs. Contractor teaming arrangements are strongly encouraged. The RFP will be available for download on the BPA webpage at http://www.bpa.gov/corporate/business/innovation/ The release date for Request for Proposal No.739 is December 11, 2006. A Pre-Proposal conference will be held at Portland, OR on January 4, 2007. All solicitation specific questions to be addressed at this conference should be submitted no later than December 27, 2006 to Diane Roth, by email at dlroth@bpa.gov.
