- 1. Requirement- The U.S. Department of Labor, Office of Assistant Secretary of Administration and Management, intends to award, on a sole-source basis, eight (8) Job Corps National Training Contracts to provide career technical training and job placement services. The incumbent contractors are: International Masonry Institute (Bricklayer, Plasterer); International Union of Painters and Allied Trades (Painter, Glazier, Floor Covering, Sign, Billboard & Display); International Union of Operating Engineers (Heavy Equipment Operator, Heavy Equipment Mechanic, Stationary Engineering, Surveyor, and Paving); United Brotherhood of Carpenters' Job Corps Training Fund, Inc.(Carpenter); National Plastering Industry's Joint Apprenticeship Trust Fund (Cement Mason and Plasterer); United Auto Workers/Labor, Employment and Training Corporation (advanced automotive and truck repair, collision repair); Transportation Communications International Union (advanced training in clerical occupations and other positions for transportation industry); and the Home Builders Institute (Bricklayer, Carpenter, Electrician, Facilities Maintenance, Landscaping, Painter, and Plumber). The period of performance will be 24 months from the date of execution, with three 12-month option periods. This proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. Any interested party who believes they can provide the required training and placement services may respond by submitting a capability statement to the email address in this notice. The capability statement must include price information, identify the trade area of interest, and describe in detail the parties' ability, qualifications, and experience in providing career technical training and job placement in the specific trade area identified, as described below. All submissions must be received within 45 calendar days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a comprehensive procurement. No solicitation document exists. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the capability statement and reference this synopsis by number and title. Responses must be addressed to DOL contact, Ms. Tova Stein, Contract Specialist, 200 Constitution Avenue, N.W., Room N5416, Washington, D.C. 20210. 2. General - The contractors will provide all necessary trained and qualified personnel, services, facilities, and materials (including travel and subsistence) to satisfy Job Corps requirements to meet student training needs in various skill areas, as well as job placement and support services that will lead to long-term labor market attachment. 3. Job Corps' Vision for 21st Century - Job Corps' vision for student achievement aimed at 21st Century high-growth employment is based on an industry cluster model, and supports rigor, relevance, relationships, and results. Consistent with this vision, interested sources shall document and describe: 3.1 That their training programs are based on high growth, high demand, and high wage occupations, and provide local and regional labor market information, including that of labor unions/organizations and registered apprentice programs, in support of each program location. Interested sources must state their commitment to collaborate with all related Job Corps entities to plan and establish various career technical training clusters at each center, including those in construction, automotive, and transportation. 3.2 That their programs are based on and regularly upgraded to align with applicable and current industry skill/training standards and/or requirements for skill certification relevant to their particular trade organizations and/or apprenticeship programs. 3.3 What strategies they use to enable students to achieve industry-required entry-level technical competencies so that the graduates can: 3.3.1 pass written and/or performance tests associated with nationally recognized certification, state licensure, or entry into an apprenticeship programs, as applicable, or 3.3.2 enter a registered apprenticeship training program leading to full journey person status, a customized employer-based training program that leads to career opportunities, or 3.3.3 enter a specific area of the craft/trade that pays sustainable wages and offers the opportunity for long-term employment and career-advancements, or 3.3.4 enter a community college or technical training school-level program to pursue further training or degree-based education, if they choose not to pursue further training or job placement in the occupation for which an NTC has provided the training. 4. Staff Capacity - The capability statement must demonstrate the interested source's experience in coordinating, monitoring, overseeing, and providing necessary administrative support services to accomplish performance of career technical training and placement activities for at-promise youth. This includes the selection, assignment, training, supervision, and retention of instructors and field personnel on a nationwide basis. 4.1 Interested sources shall describe how they require and enable their instructors to: 4.1.1 Possess a permanent or temporary state teaching certificate in the applicable Career and Technology Education field, where applicable. 4.1.2 Hold a valid professional or industry skill certification, equivalent to that of a union journeyman level. 4.1.3 Demonstrate the ability to apply effective curriculum development and instructional delivery techniques, including the use of information technology in the classroom, through related education and/or relevant experience. 4.1.4 Coordinate instruction in applied academic standards (Applied academic standards specify the applications of academically-based concepts, skills, and processes to technical competencies) with academic teachers and teach or reinforce key basic academic skills required for mastery of technical skills, such as reading technical manuals and performing mathematical computations. 4.1.5 Co-teach an industry sector course that provides instruction in technical skills as well as academic and workplace competencies that cut across all occupations within the industry. 4.2 Interested sources shall describe how they require and enable their field personnel to: 4.2.1 Have equivalent teaching and technical credential and capabilities as instructors. 4.2.2 Have background/experience in program management and evaluation. 4.2.3 Have the ability to translate policy into action items. 4.2.4 Have the willingness and ability to work with center and other Job Corps partners to resolve issues. 4.2.5 Have expertise in curriculum development and professional development design/implementation/evaluation. 4.3 Interested sources shall describe how they require and enable, where applicable, their senior leaders to: 4.3.1 Be visionary and incorporate organizational development, program development/management/evaluation practices. 4.3.2 Have the ability to translate policy into action planning. 4.3.3 Have the willingness and ability to work with centers and other Job Corps partners to resolve issues. 4.3.4 Have technical skills in budgeting and financial management. 4.3.5 Have expertise in curriculum development and professional development design/implementation/ monitoring/evaluation, if directly responsible for training programs. 5. Industry Linkages - Interested sources must clearly demonstrate the existence of meaningful linkages with both labor and business/industry organizations throughout the nation, that will promote and directly support placement of Job Corps graduates/students in registered apprenticeship and other career opportunities. 6. Performance Outcomes - Interested sources must state their commitment to and submit a plan for improving program performance during the contract period, in relation to prior contract periods. Interested sources must include in this plan proposed strategies for overcoming training and placement barriers for students, including length of stay, driver's license, drug violation, lack of transportation, and other challenges. Job Corps is a federally-funded, educational and career technical training program for economically challenged young adults ages 16 through 24. The program annually serves approximately 70,000 young men and women, at 122 Job Corps centers nationwide. Established in 1964, Job Corps is currently authorized under Title I-C of the Workforce Investment Act of 1998, and is administered by the Office of Job Corps, U.S. Department of Labor. Job Corps' mission is to provide young adults with the tools necessary to attain meaningful jobs that lead to promising careers. Career Technical Training (CTT) is a primary component of the Job Corps program. The Office of Job Corps is looks to national training contractors to provide students with career technical training services as well as job placement and transitional support services. National Training Contractors (NTCs) must have meaningful and productive relationships with their network affiliates (employer organizations and/or national unions) that result in opportunities for Job Corps graduates to secure meaningful employment and/or acceptance into a registered apprenticeship program. The following CTT programs are currently being provided by the National Training Contractors: Home Builders Institute (HBI) The current contract with the Home Builders Institute provides for 146 career technical training programs at 66 Job Corps centers.
