- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DTOS59-07-R-00005, incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-24. The North American Industry Classification System (NAICS) is 518210. Data Processing, Hosting, and Related Services. The size standard is $23 million. The requirement is 100% set aside for small business concerns. As a small business set-aside, the offer shall include signed and dated statement as to the offeror's small business status. Statement of Work: Server Operations Data Center Hosting. 1.0 Background: The US Department of Transportation (DOT) is in the process of relocating its Washington DC Headquarters. The DOT's Office of the Chief Information Officer, is seeking proposals for providing the minimum DOT data center type capabilities described herein. 2.0 Purpose: The Purpose of this requirement is to obtain an interim data center type facility for the hosting and support of a considerable number of its servers and other information technology equipment. 3.0 Minimum Capability Requirements: Offerors shall submit a proposed interim DOT data center type solution that meets the following minimum capability requirements: 1. Power (up to 950 KW), circuitry, backup power, and space to support up to 150 (typically 24"w x84"h x36"d) racks of computer equipment. All racks and computer equipment to be provided by the Government. 2. Contiguous and physically segregated, raised floor rack space 3. At least 300 square feet of contiguous staging area adjacent/near the rack space available for Government technicians use 4. At least 10?w x 8?h x10?d separate and securable on-site storage area 5. Adequate HVAC to maintain the complete DOT rack environment between 64 and 70 degrees Fahrenheit 6. At least a Tier II facility with full redundancy 7. At least a Top Secret Facility Clearance 8. Capable of meeting applicable FISMA, IPv6, 508 and other traditional compliance requirements 9. Location no less than 25 miles and no more than 75 miles distance from the District of Columbia 10. Badged 24x7x365 access to the facility for DOT identified personnel 11. A point of presence (POP) for a minimum of two (three or more preferred) major telecommunications providers 12. Bandwidth access to at least 3 OC-12?s or comparable 13. Applicable insurance coverage for Government assets 14. 24x7x365/6 on-site security coverage and monitoring 15. 24x7x365/6 facility help desk and network management operational support. The Government requires the data center facility to be available on or before February 5, 2007. Offers shall also include a brief narrative description addressing the offeror's ability to meet each of the Government's minimum capability requirements (numbered above). Offers shall also include at least three recent past performance references. The offer shall clearly state the exact location of their proposed data center facility; the specific date by which the facilities will be completely ready and when the Government can begin its installation of racks and equipment at the offeror's proposed location. 4.0 Price/Cost: The Government is only interested in a Firm-Fixed-Price (FFP) offer that meets the stated minimum data center type capability requirements. The firm-fixed-price offer pricing shall be all inclusive, that is: the total cost, including but not limited to, all facilities preparation, power consumption, parking or any other applicable costs directly or indirectly (fees, overheads, profit etc.) associated with the offer. The Government's estimated quantity could be up to 150 racks, it is not a specifically guaranteed number. The offeror's firm-fixed-price proposal shall be provided in the following table format and shall be the applicable firm-fixed-price depending upon the number of racks installed by the Government. Performance Periods: Months 1 - 12; and Months 13 - 24 Total Base. Optional Months 25 - 36; Optional Months 37- 48; Optional Months 49 - 60. Quantities: 51-75 Racks; 76-100 Racks; 101-125 Racks and 125 -150 Racks. 5.0 Contract Period of Performance: The period of performance is one base period consisting of twenty-four (24) months, with three one year option periods. 6.0 PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE. The following Federal Acquisition Regulations (FAR) provisions and clauses are applicable to this acquisition: Full text clauses and provisions are available at http://www.arent.gov and http://www.acqnet.gov. 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: Offers will be evaluated as to price, technical and past performance. The Government is interested in the lowest cost, technically acceptable offer that meets its minimum capability requirements, is otherwise consistent with this solicitation, and presents the Government with the least apparent risk and past performance. The Government will evaluate offers for consistency with the minimum capability requirements stated herein, including consideration of any apparent risk factors to the Government. Technically acceptable offers will be considered with respect to the offers proposed cost, particularly costs applicable to the "24 Month Total" FFP price. The Government's cost consideration will also include any other cost to the Government potentially associated with the offer, such as additional communications. The Government may also conduct random site visits prior an award determination. A best value award will be made to the lowest responsive quote from a responsible offeror submitting an offer found to be most advantageous to the government. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications-Commercial Items, and return it with their quote. Clauses 52.232-18, Availability of Funds, and 52.212-4, Contract Terms and Conditions-Commercial Items, are hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Offeors shall submit a signed and dated proposal to U.S. Department of Transportation, Office of the Secretary, Attn: Bid Custodian, at the address listed below. Offeror may be submitted on Standard Form (SF) 1449 or letterhead stationary and shall indicate the solicitation number, bid closing date and time, name, address, and telephone number of the offeror. Award may be made without discussions to responsive/responsible offeror whose offer, conforming to this solicitation will be most advantageous to the Government, considering price and price related factors. Offerors must hold prices firm for not less than 30 days from the bid opening date. Offerors are advised to include a completed copy of Provision 52.212-3, Bidder Representations and Certifications--Commercial Items, with your offer. The following FAR clauses identified at paragraph (b) of FAR clause 52.212-5 are also considered checked and applicable to this acquisition: (5), (7), (15), (16), (17), (18), (19), and (31). The following FAR clauses identified at paragraph (d) of FAR clause 52.212-5 are also applicable to this acquisition: (1), (2) and (3). The clause FAR 52.252-2, Clause Incorporated by Reference, applies to this acquisition. Any offer that fails to furnish the required representations and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration. A written notice of award shall result in a binding contract without further action by either party. Offers shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include price, (2) completed Representations and Certifications and (3) acknowledgement of any amendments that may be issued.
