Description

The U.S. Army Corps of Engineers, New York District is issuing this Sources sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York and Pennsylvania district offices, HUB Zone or Service-Disabled Veteran Owned Small Business firms having the capability and bonding capacity for the following effort: Construct a new 12,000 square foot single story laboratory with included office space and high bay vehicle bay and in close proximity to the new laboratory, construct a new 6,250 square foot 100-meter indoor firing range adjacent to and adjoining an existing range indoor range. The work for the new laboratory includes, but is not specifically limited to construction of foundations, entire building envelope and structural system, roofing, HVAC systems, plumbing and water supply and sanitary sewer, natural gas service, HVAC, buildi ng electric, power and lighting and exterior and/or security lighting, communications and information systems (copper and fiber), and general site improvements. The project work also includes demolition of existing, parking, relocation of existing active u tilities, construction of parking areas, walks, site grading, storm drainage and area landscaping. Additionally, the range work may require demolition of subgrade utilities and foundations, structure or equipment in or servicing the existing building it will adjoin. Abatement of lead contamination in the existing range, roof and air handling systems may also be required. It is anticipated that dewatering will be required for excavation during placement and/or connection to some in ground utilities and construction of the foundations. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. This project is planne d for advertisement in July 2007 with award scheduled in August 2007. Contract duration is estimated at approximately 365 calendar days. The North American Industry Classification System (NAICS) code is 236220. The business size standard is $31,000,000.00. The estimated price range is between $5,000,000.00 and $10,000,000.00. The Contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen percent (15%) of the total amount of work to be performed under the contrac t. All interested businesses should notify this office in writing by mail or fax by 2:00 P.M. 12 January 2007. Responses should include: (1) Identification and verification of the company as an Small Business Administration (SBA) certified 8(a)firm by SBA New Jersey, New York or Pennsylvania district offices, HUB Zone or Service-Disabled Veteran Owned Small Business; (2) CAGE Code and DUNS Number; (3) Past Experience through the description of completed projects that are similar in size, scope and complexit y to the proposed project, and the percentage and type of self-performed work; (4) Capability of obtaining performance and payment bonds for a project in the dollar amount (price) range listed above; and (5) A statement verifying the contractor will perfor m 20% of the work and the type of work to be self-performed and firm capabilities including a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities).
