Description
Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA contemplates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract to perform worldwide assessments, certifications, maintenance and repairs (routine and emergency) on MSFSC?s Fleet of Material Handling Equipment (MHE) - consisting of approximately 450 MHE units. For the purposes of this requirement, MHE consists primarily of electric and diesel fork trucks, but also includes electric pallet jacks (EJP), electric missile side loaders (SL), front loaders (FL), scissor lifts, electric reach & tier standup units, non-powered ammo trailers, man lifts, and manual pallet jacks. The selected contractor shall be familiar with all Department of Defense MHE publications, regulations and instructions applicable to MHE assigned to Military Sealift Command (MSC) Vessels. All work shall be conducted in accordance with the specifications set forth in NAVSEA SW023-AH-WHM-010 Rev 4 (or latest revision) and NAVSUP PUB P-538 Rev-2 (or latest revision). All repair work to the MHE that can be conducted onboard the MSC ship, as determined by the MSC representative, shall be accomplished onboard the ship. All work that cannot be accomplished aboard the vessel by the contractor (due to ship schedule limitations, etc, or at the discretion of the Government) shall be conducted at a facility provided by the contractor. Government facilities may only be used to perform work when deemed as the most efficient method and agreed to, on a case-by-case basis, by the MSFSC MHE Coordinator. The contract shall be awarded to a single contractor that shall provide the aforementioned services for all MSC ships assigned to, or visiting, Guam, Singapore, Japan, Hawaii, and the U.S mainland (all major sea ports). The selected contractor should have experience providing MHE support on a global scale. The selected contractor shall be able to support a predominately HYSTER Fleet, shall utilize HYSTER-approved diagnostic and repair facilities, assign ?HYSTER Certified? repair persons to perform work on HYSTER-manufactured MHE, and shall be authorized by HYSTER to perform warranty service on HYSTER MHE. The selected contractor shall be able to provide a single point of contact to MSFSC for scheduling all MHE work, globally. In addition, the selected contractor shall provide standardized ?Fleet pricing? on all repair parts and provide a summarized single billing point for all work ? and repair parts ? provided in support of MSFSC. The Government anticipates award a contract for the same services on or about February 1, 2007.
