Description
The purpose of this notice is: 1) to advise interested parties that the Social Security Administration (SSA) intends to release a Request for Proposals for Engineering Support Services (ESS) to FedBizOpps on or around October 30, 2006; and 2) also to announce that this acquisition WILL BE SET ASIDE for SERVICE-DISABLEDVETERAN-OWNED SMALL BUSINESSES (SDVOSBs), in accordance with Federal Acquisition Regulations (FAR) 19.14, ?Service-Disabled Veteran-Owned Small Business Procurement Program?. Additionally, at the time of proposal submission, any small business concern or joint venture submitting a proposal MUST be registered as an SDVOSB with the Veterans Administration (VA) in the VA database www.vetbiz.gov at the time of proposal submission. The resulting contract will continue engineering support services, and specifically will provide SSA with senior level specialist who can provide expertise on all Office of Telecommunications and Systems Operations (OTSO) mainframe, distributed, and telecommunications platforms and networking architecture. The contract will be an Indefinite Delivery, Indefinite Quantity vehicle with a Base year and 4 Option Years. A Sources Sought was published on April 6, 2006, Reference Number SMW040606for the purpose of determining whether an SDVOSB set aside was feasible. Interested parties are encouraged to access the previous posting to familiarize themselves with the general requirement, but are advised that the requirements that will be contained in the final RFP may differ from those previously stated in the Sources Sought notice. Interested parties are notified that the Interested Vendor List (IVL) functionality of the FedBizOpps website has been activated and are encouraged to use this and other means to identify and contact potential teaming partners for this procurement. Under this contract, the contractor shall provide highly skilled information technology support services. All support falls under three broad categories: Mainframe Environment, Distributed Environment and Telecommunications Environment. The activities to be performed apply to all three categories. These technicians support various projects of all three platforms to achieve goals and objectives in the agency?s Strategic Plan, and the Information Resources Management Plan. The technical support provided allows SSA to maintain the current systems software architecture and to develop the framework for future architecture. In most cases, activities shall be performed at SSA?s Central Office in Woodlawn, Maryland. However, there maybe requirements to support like activities at a second site in North Carolina. Travel to SSA?s remote offices, some of which are international, is likely to be required on a short term basis. Detailed specifications will be provided in the solicitation.
