- The new release schedule for the FINAL RFP is now on or about Tuesday, November 21, 2006 with proposals due on Monday, January 8, 2006. The Past Performance Volume (Volume II) of each proposal is due three weeks after the FINAL RFP is released (See the latest version of the draft Section L, paragraph 2.1 b.). PLEASE NOTE THAT DOCUMENTS PROVIDED IN ADVANCE OF THE FINAL RFP RELEASE DATE ARE IN NEAR FINAL DRAFT FORM BUT ARE SUBJECT TO CHANGE. POTENTIAL OFFERORS SHOULD NOT RELY ON THESE DRAFT DOCUMENTS AS A BASIS FOR PROPOSALS. Please submit all written comments to the Contracting Officer, Joyce Mullenbach at joyce.mullenbach@losangeles.af.mil Additionally, if you are a large development contractor or subcontractor developing hardware for any aspect of the Global Positioning System (GPS) then you are allowed to bid on the Global Positioning System Wing (GPSW) Systems Engineering and Integration (SE&I) acquisition. Please see the Procurement Contracting Officer's Determination and Findings (D&F) document regarding the use of large development contractors for GPSW SE&I and system development. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Ombudsman is Col Robert Catlin, (310) 363-0887.
