- The Brookhaven National Laboratory (BNL), operated by Brookhaven Science Associates, L.L.C. (BSA) under Contract DE-AC02-98CH10886, with the U.S. Department of Energy (DOE) for the operation of Brookhaven National Laboratory, herewith solicits written competitive proposals for retrofitting and testing of 70 multi-output low voltage DC to DC converters. The successful Contractor(s) shall provide the following services: Disassemble the converters and make the changes described in this statement of work; Thoroughly inspect the printed circuit boards and identify any fabrication errors or damaged components; Reassemble the converters; Perform limited testing on the converters to ensure correct reassembly; A Pre-Proposal Conference is scheduled for December 19, 2006 at 9:00 am (local time) at Brookhaven National Laboratory, Building 510A. All offerors interested in attending are to notify JoAnna Black via email at jblack@bnl.gov. All attendees will be able to see a partially opened LVPS. It is very important that all interested offerors attend the pre-proposal conference so that they can understand the work requirements and submit a proposal that adequately reflects these requirements. This is a negotiated best value procurement. BSA will award a contract resulting from this solicitation to the responsible offeror or offerors whose proposal conform to the solicitation, is technically acceptable, and demonstrates the best value terms of price, past performance and technical qualifications. For those reasons, BSA reserves the right to award to other than the lowest priced offer. If in the best interest of BSA/BNL, multiple awards may be made as a result of this Request for Proposal. The following factors, listed in descending order of importance, will be used to evaluate proposals. (1) TECHNICAL CAPABILITY: A) The Vendor shall have a proven track record with equipment of similar complexity. B) The Vendor shall have the manufacturing and test equipment necessary to retrofit and test these supplies. C) The manufacture shall have Electrical Engineering resources on staff commensurate with the tasks required in the Statement of work. D) The Vendor shall have a Quality Assurance program. (2) PAST PERFORMANCE: Past performance on providing similar retrofitting and testing services. This shall include testing of power supplies, accelerated life testing, and printed circuit board qualification (3)Manufacturing Capacity: A) The Vendor shall have a proven track record demonstrating a production capability commensurate with that required ninth Statement of work. B) The Vendor shall have a testing capability commensurate with those required in the Statement of work. C) The Vendor shall have adequate space and test equipment to perform the tests required in the specification. (4) PRICE: Price will be evaluated based upon reasonableness as well as competitiveness. The date and time established for receipt of proposals is 3:00 pm (Eastern Time)on January 3, 2007. This Request for Proposals is being issued only in hard copy.
