Description
This procurement is issued per FAR Part 19.10 ? Small Business Competitiveness Demonstration Program and Part 36.6 ? Architect Engineering Services. It is an unrestricted procurement, designated for registered/licensed architectural and/or engineering firms located within a 100-mile radius of the primary worksite: Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSC DVAMC) located at 10701 East Boulevard, Cleveland, Ohio 44106. The LSC DVAMC is seeking to award multiple Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts to eligible firms with the capabilities to provide professional multi-discipline architectural and engineering services for a base plus four (4) option years. The work shall include, but be not limited to conceptual design development, cost estimate development, plan, specification and document development, detailed drawings, site investigation, consultations, review and verification of as-built drawings, cost analysis, and other construction period services. Contractors will be responsible for complete functional design and provide biddable documents meeting all the requirements. The contractor shall develop the projects utilizing AUTOCAD and CADD systems. All work shall be in accordance with the latest NEC, EPA, NFPA, OSHA, ANSI, JCAHO, VA Standards, VAMC regulations and other applicable Federal, State and Local code requirements, including UBC. The work shall primarily be performed at the LSC DVAMC, but can include other northern Ohio VA facilities under the cognizance of the Cleveland office. (A listing of facilities is available at http://www.cleveland.va.gov . See Facilities.) The NAICS Codes assigned to this project is 541310 ? Architectural Services. The Small Business size standard is $4,500,000.00 in annual gross revenues averaged over the past three years. Work will be awarded via issuance of task orders. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. The maximum cumulative limit for A/E fees under any resultant contract shall not exceed $6,350,000.00 inclusive of the base year plus four (4) one-year option periods. No one single order shall exceed $635,000.00. The maximum cumulative limit per year is $1,270,000.00. The minimum award amount is $0. In order to be eligible for award, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov. Contractor selection criteria shall include the following elements (not necessarily listed in order of importance or merit): 1. Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. 2. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team 3. Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously 4. Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. (Firms with no previous VA experience receive a +5 rating) 5. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located 6. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design 7. Inclusion of small business consultant(s); disadvantage veteran owned consultant(s); 8(a) and/or minority owned consultant(s); women-owned consultant(s); veteran owned consultant(s); and/or HUBZone consultant(s). Firms that meet the requirements listed in this announcement are invited to submit an original and five (5) copies of SF 330. The evaluation criteria shall be addressed within the SF 330. SF 330s will be evaluated to determine the most highly qualified firm based on criteria responses. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF 330 (Architect-Engineer Qualifications) must be completed by the office/branch/individual team member actually performing the work under this contract. Projects not performed by the office/branch/individual team member will be excluded from evaluation consideration. The SF 330 Part 1 is limited to 30, 8.5? x 11? pages. All information must be included in the SF 330 package, (i.e. cover letter, attachments) Excess number of pages will be excluded from the evaluation process). Minimum font size is 11. The government reserves the option to conduct personal interviews with firms slated as most highly qualified. Firms slated for interviews may be asked to explain management and the firm?s abilities. Elaborate presentations will not be required. A personal interview is not a substitute for submission written information. Firms are required to submit Standard Form (SF) 330 to: Deborah Worthey, Contracting Officer, VA Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141 no later than 9:00 A.M. (local time) January 3, 2007. No electronic or facsimile versions will be accepted. THIS IS NOT A REQUEST FOR PROPOSALS. No material will be issued and no solicitation packages or bidder/plan holders list will be issued. Firms that design or prepare specifications for a construction contract or task order issued under the resulting contract are prohibited from providing the subsequent construction. This limitation also applies to subsidiaries/affiliates of the firm.
