Description
This is a combined synopsis/solicitation for commercial requirements prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; a written solicitation will NOT be issued. This simplified acquisition procurement is also being accomplished in accordance with FAR Part 6.302- 1. The Department of Veterans Affairs (VA), Southern AZ VA Health Care System (SAVAHCS), Research Service Line, Tissue Laboratory Section, 3601 S. 6th Avenue Tucson, Arizona intends to negotiate a sole-source procurement for a HM 355S Rotary Microtome, an HM 525 Cryostat, and a MacroPath Grossing Imaging System with Mikron Instruments of 1905 Diamond Street San Marcos, CA 92078. The HM 355S Rotary Macrotome is a motorized heavy-duty automated rotary microtome designed for all applications of paraffin, semi-fin and hard specimens, which has a menu-driven control panel with large display and various other unique options. The HM 525 Cryostat is a cabinet temperature controlled system that uses only a stepper motor to advance to both coarse and fine advancing of specimen. The MacroPath grossing Imaging System is used to capture macroscopic images, a fully self-enclosed waterproof system, includes fully functional PC with touch-screen monitor, and foot switch for zooming images. The applicable NAICS for this requirement is 621511. The Government will award a Firm-fixed price contract resulting from this solicitation. The Contractor shall provide a complete copy of the Offeror Representations and Certifications-Commercial Items (FAR 52.212-3 Nov 2006) with its offer or complete the annual representations and certifications electronically at http://orca.bpn.gov. Many of the provisions and clauses cited in this solicitation are incorporated by reference, FAR 52.252-2 (FEB 1998), to the appropriate section of the FAR and VAAR. A review of these provisions and clauses will be necessary for you to understand all aspects of the solicitation. The following applicable FAR clauses apply: Instruction to Offerors-Commercial Items (FAR 52.212-1 SEPT 2006); Offeror Representations and Certifications-Commercial Items (FAR 52.212-3 NOV 2006); Contract Terms and Conditions-Commercial Items (FAR 52.212-4 SEPT 2005); Addendum to FAR 52.212-4; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (FAR 52.212-5 NOV 2006), including the following clauses: Restrictions on Subcontractor Sales to the Government (ALT I FAR 52.203-6 SEPT 2006), Utilization of Small Business Concerns (52.219-8 MAY 2004), Equal Opportunity (FAR 52.222-26 APR 2002), Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (FAR 52.222-35 DEC 2001), Affirmative Action for Workers with Disabilities (FAR 52.222-36 JUN 1998), Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (FAR 52.222-37 DEC 2001), Option to Extend the term of the Contract (FAR 52.217-9 MAR 2000), Evaluation- Commercial Items (FAR 52.212-1 JAN 2005), Correspondence (VAAR 852.236-76 APR 1984), Contractor's Responsibilities (VAAR 852.237-70 APR 1984), Commercial Advertising (VAAR 852.270-4 NOV 1984), Representatives of Contracting Officers (VAAR 852.270-1 APR 1984). Any firm that believes it can meet the requirements may give written notification to the Contracting Officer by December 26, 2006, 4:00PM, AZ Time. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the SAVAHCS will proceed with the sole source negotiation with Mikron Instruments.
