- This is a sources sought synopsis announcement; A market survey for information only. This is not a request for quote. Please do not request a copy of a solicitation. A solicitation is not available at this time. The purpose of this sources sought is to gain knowledge of potentially qualified small businesses. All potentially qualified businesses are encouraged to respond. The Government is seeking qualified sources interested in supplying the following requirement: 0001 Provide services to conduct AFROTC Cadet Leadership seminar in the Washington DC area for 144 AFROTC cadets and up to 20 AFROTC Staff. Contractor is to supply all transportation in the DC area, lodging, meals, speakers and facilitators for a 3 day seminar In Accordance With the following Statement Of Work. STATEMENT OF WORK AFROTC GENERALS GEORGE C MARSHALL AND HENRY ?HAP? ARNOLD 5 STAR AWARD SEMINAR 1. BACKGROUND A. The mission of the U.S.Air Force Reserve Officer Training Corps is to recruit, train and commission the future officer leadership of the Air Force. Within this mission are the implied tasks of providing cadets with meaningful incentives to excel within the ROTC program and to obtain a military educational focus of examples of Air Force leadership through course work and practical experiences. George C. Marshall/Hap Arnold Seminar is a major step in individual professional development for those selected to attend. A program that provides outstanding cadets with national-level public recognition, along with a unique educational opportunity to focus on a leading historical example of National leadership and to interact with more recent US leaders and statesmen and women serves to significantly enhance ROTC?s training and recruiting missions and prestige. The US Army has conducted such an event for approximately 30 years. 2. SCOPE OF WORK The contractor shall provide all support services as set forth herein to conduct the Marshall/Arnold Awards Seminar to be held 15-17 February, 2007 in the Washington DC area. The contractor must have proven expertise on General George C. Marshall?s leadership and life. The contractor shall invite and secure the attendance and participation of approximately five influential speakers, to include US military General officers and key civilian equivalents, who will address all Seminar participants. The services shall include all supplies, administrative and logistical tasks required to schedule, plan, operate, and support the Seminar, to include the following: a. ROUNDTABLE DISCUSSIONS: Facilities to accommodate 10 roundtable discussions attended by 15 cadets each. Facilities to accommodate approximately 144 cadets plus seminar leaders during scheduled breaks. The contractor shall invite and secure the attendance of approximately 10 leaders selected for roundtable discussions. The contractor is responsible for furnishing all support to roundtable leaders to include transportation, lodging, professional fees and meals. b. MEALS: The contractor shall arrange and provide three breakfasts, three informal luncheons, and three dinners for approximately 200 people. b1. DIGNITARY DINNER: The contractor shall host a dinner for 50 dignitaries, to include seminar participants and leaders. This is inclusive and not additive to the three dinners for 200 people c. CADET FORMAL GREETING: The contractor shall organize and coordinate facilities for 144 cadets to be held on the first and second days of the conference at approximately 1830. The contractor shall arrange suitable facilities co-located with the facilities for the cadet dinner. d. REGISTRATION: The contractor shall provide facilities and supplies suitable for registration of 144 cadets. There will be no registration fees collected by the contractor at this, or any other, time. e. BOOKS: The contractor shall provide to each cadet a copy of the four-volume biography of General Marshall by Dr. Forrest Pogue. The set of soft-cover books will be provided to each cadet upon registration. Additionally, the contractor will also provide the biography of General ?Hap? Arnold. These books will be used during the seminar to expound on the leadership principles and legacies of both Generals. f. SCHEDULE OF EVENTS: The contractor shall furnish a Schedule of Events for the Seminar in the proposal. This schedule will include a list of topics for the 10 roundtable topics to approximately 144 roundtable participants. g. LODGING: The contractor shall provide for nearby lodging accommodations for 144 AFROTC cadets, 28 military, 28 DOD civilian guests and seminar leaders. All lodging expenses for personnel other than cadets and Seminar Leaders participating in the Seminar shall be at their own expense. All guests and cadets will be responsible for any telephone charges placed from their lodging. There shall be no administrative fees associated with telephone charges (i.e.) 50 cents per call charged by the lodging establishment. h. TRANSPORTATION: The contractor shall provide transportation to and from Washington D.C. airports to the location for the Seminar and return for all AFROTC cadets attending the seminar. The Government shall furnish round-trip transportation for the cadets from their point of origin to the Washington D.C airports. HQ AFROTC will coordinate transportation requirements with the contractor immediately upon receipt of transportation requirements from the AFROTC detachments. HQ AFROTC will identify the number of cadets and times of arrivals and departures. i. PHOTOGRAPHER: The contractor shall furnish a photographer to take any group photographs requested by HQ AFROTC and all photographs necessary to support the publication of the information package and article in The Leader Magazine. The Government will retain rights to all photographs, negatives, and electronic copies. Pictures, negatives, and/or electronic copies will be delivered to HQ AFROTC/DOTX. j. PRINTED MATERIALS: The contractor will provide all printed materials at the conference and make distribution during the conference. i. PRE-REGISTRATION INFORMATION PACKAGE: The contractor shall provide invitations and RSVP for the seminar. j. REGISTRATION FOLDER: The contractor shall provide the registration folders to each cadet and seminar leader who attends the seminar. The folder shall include the program/schedule or events. k. Award Certificates: The contractor shall provide a Cadet Award Certificate for each cadet participant. l: SEMINAR REPORT: The report shall include the reports of the roundtables, a complete listing of the names and institutions of the award winners, and color photos of the activities, award winners, and other seminar participants. The contractor shall mail it to all named recipients as well as a copy to HQ AFROTC/DOTX. The Government is requesting that interested concerns furnish the following information: 1. Company name, address, point of contact, telephone number and e-mail address. 2. Type of business, i.e., small, large, small disadvantaged, woman-owned, HubZone, service-disable Veteran-owned small business, etc. 3. Under which NAICS does your company usually provide these types of items?
