Description
This is a combined synopsis solicitation for commercial items (non-personal services). This document was prepared in accordance with FAR Subpart 12.6 as supplemented and in accordance with FAR FAC 2005-13, September 28, 2006 with additional information included in this notice. This acquisition is set aside for small business. The NAICS code is 541990, $6.5M. This announcement constitutes the only solicitation; a written solicitation will not be issued. The United States Air Force (USAF) intends to award a sole source commercial, firm-fixed price contract to Boca Corporate Resources Inc. This requirement is to provide AS 9100 Internal Audits for the Physical Sciences Laboratory. Market research shows Boca Corporate Resources, Inc. is the only source that can satisfy the government?s requirements. All timely responses will be considered solely for the purpose of determining whether or not it is advantageous to the Government to conduct a competitive procurement; no award will be made on the basis of any response to this notice. Any company that feels they have the capability to meet the needs of the Government must submit their technical data (2 pages or less) to support their claim. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. PERFORMANCE WORK STATEMENT FOR THE PHYSICAL SCIENCES LABORATORY QUALITY MANAGEMENT PROGRAM (INTERNAL AUDITS) 1.0 DESCRIPTION OF SERVICES. The Physical Science Laboratory requires a monthly internal audit program to maintain compliance with AS 9100 quality standards. 2.0 SERVICE REQUIRED: a. Conduct monthly on-site internal audits (2 days). The dates for the audit are negotiated between the internal auditor and Robins AFB, typically using telephone calls or using emails. b. Maintain document and records control in accordance with existing Quality Management Program directives and update records during each internal audit visits. c. Perform required management reviews annually as stipulated in the AS 9100 quality standards. d. Oversee corrective actions on write-ups (findings) during on-site monthly internal audits as stipulated in the Quality Operating Procedure. e. Perform assessments and any other items required to maintain third party (National Quality Assurance, USA, Acton, MA 01720) AS 9100 registration, which is not guaranteed for three years. Frequency of assessments includes initial Certification audit and subsequent Surveillance audits every six months. f. Provide support for any findings identified during the actual AS9100 certification audit that require corrective actions. 3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The contractor will be provided temporary administrative work space for use during the monthly 2-day audits. 4.0 GENERAL INFORMATION: a. Period of performance: 23 December 2006 through 22 December 2007, plus four annual options. Any and all work performed on this contract will be performed during normal business hours (7:00 am - 3:45 pm)) Monday through Friday, excluding federal holidays. Audit visits must be coordinated through the government point of contact listed in paragraph 4d below. b. Place of performance: Work will be performed at the Physical Sciences Laboratory, Building 165, Robins Air Force Base, Georgia. Contractor personnel associated with this contract shall be escorted by 802 MXSS/MXRE government personnel at all times while on the work site. c. DODI 3020.37, Continuation of DOD Contractor Services During Crisis. This contract is considered to be non-critical. In the event of a natural disaster or state of national emergency, contractor employees shall follow instructions issued to ?non-essential employees? of Robins Air Force Base. The contractor shall monitor local media outlets in the event a natural disaster or state of emergency is possible.
