Description
Background Statement and Purpose The Iraqi Civil Aviation Authority has the responsibility to operate safely in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). To facilitate aircraft operations, trained, certified air traffic controllers have to direct aircraft entering, departing and moving through the Iraqi airports? airspace and its environs. Currently, the Iraqi Civil Aviation Authority (ICAA) and the US Government, through a contract with DynCorp International, are training Iraqi personnel to handle the Air Traffic Control (ATC) functions. At this time, the Iraqi trainees have not acquired the required experience necessary to manage the air traffic control functions in all locations. At the present time, the United States Air Force (USAF) provides air traffic services in most locations, with Iraqi trainees beginning to assume some functions. By April 2007, the ICAA controllers will initiate a three phased process to assume the primary air traffic control responsibilities in the high altitude enroute airspace, and later, assume primary control of other parts of the Iraqi air traffic control system. The current structure of the Iraqi Enroute airspace is broken up into three Areas: Baghdad North (Kirkuk Sector), Baghdad, (Balad Sector) and Baghdad South (Ali Sector). The ICAA controller?s will begin assuming control of Balad Sector, followed by Kirkuk Sector, and finally they will assume control of the southern part of the airspace- Ali Sector. The ICAA?s current ATC trainees are partway through their training to perform air traffic control functions in accordance with ICAO SARPs. To complete training, the trainees require real-time experience and on-the-job-training (OJT). More beginning trainees will enter the training program to perform air traffic control functions in accordance with ICAO Standards in the expanding responsibilities of the ICAA. The purpose of this contract is to enter into an agreement with a contractor to provide training courses, and OJT leading to ICAA ATC personnel becoming compliant with ICAO SARPs, and provide ATC Services in accordance with ICAO SARPsat various ATC and Airport facilities throughout Iraq. During the life of this contract, the following Governments and Organizations may place task orders through the Contracting Officer under this contract: Department of State and subordinate organizations, Department of Transportation and subordinate organizations, the Department of Defense and subordinate organizations and the Government of Iraq. Contractor Requirements The Contractor shall provide personnel and materials to complete the tasking described under Contract Tasks. Personnel shall be qualified, at the operational (O), or instructor (I), or supervisory (S) levels in one or more of the following labor categories: Air Traffic Controller (RADAR) Air Traffic Controller (Control Tower Operator (CTO)) Program Manager English Instructor Administrative Assistant At a minimum, the controller/instructors shall have: ? Three years experience in air traffic control ? Either a current ICAO class three or FAA class two or DOD-equivalent medical clearance ? A United States Government ?Secret? clearance or higher ? Experience in teaching in an air traffic control environment and on-the-job-training experience ? Knowledge of Iraqi airspace operations and procedures ? Current knowledge of ATC operations and equipment in accordance with ICAO standards Contractor Tasks The Contractor shall provide the personnel and materials to accomplish the following tasking in response to Task Orders issued under this contract: Basic ATC Training English Language Training for International Students Baghdad ACC Training Terminal Radar Approach Control (TRACON) Training Air Traffic Control Tower (ATCT) On-the-Job-Training (OJT) at the ACC, TRACON and ATCT Air Traffic Control Services - The Contractor shall conduct primary ATC controller duties in the Baghdad Area Control Center (BACC) and Terminal Radar Approach Control (TRACON) and Air Traffic Control Tower (ATCT) as required. Other ATCT may be added to the program by the Contracting Officer in collaboration with Contracting Officer?s Representative (COR) and the ICAA Director General or his designee. Until sufficient Iraqi ATC personnel are ICAO compliant to operate a facility independently, the Contractor shall provide ICAO compliant air traffic services at the task order designated facilities throughout Iraq. Facilities include but are not limited to: ? Baghdad Area Control Center (BACC) ? located at Baghdad International Airport (BIAP) ? Terminal Radar Approach Control (TRACON), -- located at BIAP ? Air Traffic Control Towers (ATCT) ? to be located at various airports across Iraq, this may include: BIAP, Mosul, Basrah, Erbil, and Sulaymaniyah. In order to maintain integrity of International Aeronautical Publication (IAP) (see http://ramcc.dtic.mil/iraq.htm for the latest version) published service hours and to gain/maintain proficiency hours for the Contractor?s personnel, the Contractor shall provide air traffic services during normal operating hours when the ICAA Controllers are not on site at task order designated facilities. The Contractor shall be responsible for ATC at task order designated facilities during instruction and training of Iraqi ATC personnel. When Iraqi ATC personnel attain compliance with ICAO SARPs the Contractor shall certify their compliance to the ICAO SARPs and provide supporting documentation to the ICAA and the Contracting Officer?s Representative. The Contractor personnel provided under this contract shall have the knowledge, proficiency, and qualifications necessary to operate/supervise the facilities the Contractor is providing training in as well as the ability, knowledge and proficiency and qualifications to be an ATC instructor in accordance with ICAO SARPs. To facilitate training, the Contractor may be requested to provide an ATC simulator to assist the ICAA controllers to obtain ICAO SARPs compliance. Supervisor/Manager and Quality Assurance (QA) Training ATC Certification Program SCHEDULE The Government anticipates that it will take three years for the Contractor to facilitate the transition of Air Traffic Control in Iraq from the United States Air Force to the Contractor and from the Contractor to Iraqi Air Traffic Controllers, and to make the Iraqi Air Traffic Control System compliant with ICAO standards. In the first year the Contractor will focus primarily focus on sequentially facilitating the transition of the ACC Balad, Kirkuk and Ali sectors from USAF to the Contractor and from the Contractor to Iraqi control while maintaining ICAO compliance. The Contractor will also train new air traffic controllers. In the second year the contractor will expand operations to ATC facilities throughout Iraq. The Contractor will manage the facilities until the Iraqis can conduct ATC operations without Contractor supervision in compliance with ICAO standards. The Contractor will also train new air traffic controllers. In the third year the contractor will focus its efforts on any facilities not yet ICAO compliant, achieving and sustaining ICAO compliance nationwide. The Contractor will also train new air traffic controllers.
