IT IS THE INTENT OF THE GOVERNMENT TO AWARD A CONTRACT FOR TACTICAL AND NON-TACTICAL INTEGRATED FAMILY OF TEST EQUIPMENT (IFTE) BASE SHOP TEST FACILITY (BSTF)/COMMERCIAL EQUIVALENT EQUIPMENT (CEE)/ELECTRO-OPTICS TEST STATION (EOTS)/ELECTRO-OPTICS TEST FACI LITY (EOTF)/NEXT GENERATION AUTOMATED TEST SYSTEM (NGATS) REPAIR AND RETURN OF SECONDARY ITEMS AND SPARES FOR FISCAL YEAR 2007 THROUGH FY 2011, by other than full and open competition from NORTHROP GRUMMAN CORPORATION, 600 HICKS ROAD, ROOM H6071, ROLLING M EADOWS, IL 60008-1098, (CAGE CODE 26916). The Government plans to set this follow-on contract up similarly to the existing contract DAAH01-02-D-0004. The new contract will be a five-year Indefinite Delivery Indefinite Quantity contract. The repair and r eturn portion of this contract is planned to be an IDIQ Cost-Plus-Fixed-Fee. The Government plans to procure a loaded hourly rate, which will include estimated material, all overheads, general and administrative costs and a fixed fee. The repair and retu rn contract line number will have a maximum ceiling for hours. The spares catalog portion of this contract is planned to be an IDIQ Firm-Fixed-Price with negotiated terms and conditions allowing orders for spares to be placed on the contract. The repair portion of this contract cannot be adequately defined to develop a fixed price as there are various levels of repair required. On the other hand, the spares portion can be adequately defined in order to develop a fixed price arrangement that is fair and r easonable. The Government intends to solicit and negotiate with only one source, Northrop Grumman Corp. Suggest that small business firms, or others interested in subcontracting opportunities in connection with this procurement, make contact with the firm (s) listed. This acquisition covers potential future requirements for five (5) years; however, this does not preclude the Government from ordering the maximum quantity at any time during the requirements period.
