Description
THIS AMENDMENT ANSWERS QUESTIONS SUBMITTED BY POTENTIAL OFFERORS FOR THE SUBJECT SOLICITATION. THE DEADLINE FOR SUBMISSION OF ADDITIONAL QUESTIONS REGARDING THIS SOLICITATION IS CLOSE OF BUSINESS ON 18 DECEMBER, 2006. QUESTION 1- WHAT IS THE MOB/STARTUP SCHEDULE IN REGARDS TO HOW FAST THE 100 MEN ARE TO BE DEPLOYED AND WHEN IS THE JOB EXPECTED TO START. ANSWER: As a requirement of the solicitation (Management Plan), you are to provide the Government a schedule as to your plan to staff-up to the required number of QAs. Mission requirements at the time of award will dictate the amount of QAs required upon contract award and you could expect to fully staff immediately. It is anticipated that award will be made NLT 15 January, 2007. QUESTION 2- ARE WE TO SUBMIT RESUMES OF QAR PERSONNEL WITH THE BID SUBMISSION. Please see section 4, Approval of Personnel in the statement of work. QUESTION 3- IF WE HAVE TO HIRE NO LOCAL PERSONNEL, WILL WE BE ALLOWED TO CHARGE HOUSING AND PER DIEM. ANSWER: The Government will not pay housing and per diem with the exception of the requirement indicated in section 5.4 of the statement of work. QUESTION 4- WOULD HOUSING BE INCLUDED UNDER THE EQ. AND RELATED CHARGE BID ITEM. Please see answer for question No. 3. QUESTION 5- WHAT WILL BE CONSIDERED REMOTE LOCATION IN REGARDS TO PAYMENTS FOR TRAVEL AND HOUSING. 100 miles or more from the location of the assigned Resident Engineer office. QUESTION 6- IS THE WORK IN A CONCENTRATED ENOUGH AREA TO CONSIDER BUSING QAR TO THE SITE OR WILL INDIVIDUAL VEHICLES BE REQUIRED. The work sites will be scattered throughout Orleans and St. Tammany Parishes. QAs will need to be able to get to and from the job site(s) and attend meetings as necessary at the Resident Engineers offices. The government will pay for job related travel once the employee reports for duty. QUESTION 7- UNDER TRAINING AND QUALIFICATIONS, IS 40HR. HAZWOPER TRAINING A REQUIRMENT OR ANY SPECIFIC CLASSES NEEDED PRIOR TO THE 1-DAY OSHA TRAINING ON SITE. No QUESTION 8- WILL THERE BE STANDBY CHARGES OR WILL ALL APPROVED QAR/CTL/CQAS BE ON THE PAYROLL. IF SO IS THERE A MINIMAL HOURS TO BE CHARGED ON DAYS CONTRACTORS DO NOT WORK. There will be no allowance for standby. The government will only pay for actual hou rs worked. It is incumbent on the contractor to staff accordingly. QUESTION 9- WILL COMPUTERS, PRINTERS AND OTHER HARDWARE ITEMS THAT MAY BE REQUIRED TO PERFORM THE REPORT FUNCTIONS OF THE CONTRACT BE PROVIDED BY THE GOVERNMENT (GFE)? Yes QUESTION 10- HOW MANY CONTRACTS WILL THE COE ISSUE IN RESPONSE TO THIS SOLICITATION? One QUESTION 11-WHAT IS THE ANTICIPATED AWARD DATE FOR THIS SOLICITATION? Approximately 15 January 2007. QUESTION 12-WHAT IS THE BASIS FOR AWARD OF THIS SOLICITATION? Please refer to the evaluation factors in the solicitation. QUESTION 13-WILL THE COE PROVIDE THE SUCCESSFUL VENDOR A PHYSICAL OFFICE LOCATION FOR THE CONTRACT? QAs will work out of various Resident Engineer Offices. QUESTION 14- NIOSH DOES NOT LIST CLASS C WORK CONDITIONS. PLEASE DEFINE WHAT IS MEANT BY NIOSH CLASS C. Class C refers to level of protection for Personal Protective Equipment (PPE) QUESTION 15- PARAGRAPH 6.1.1 REQUIRES THE CONTRACTOR TO PROVIDE TRAINED PERSONNEL IN ACCORDANCE WITH OSHA. SPECIFICALLY WHAT OSHA TRAINING WILL BE REQUIRED? Training will be provided by the Government. QUESTION 16- PARAGRAPH 6.1.1 REQUIRES ALL PERSONNEL BE PROVIDED ONE (1) DAY OF ORIENTATION TRAINING. WILL THE CONTRACTOR BE REIMBURSED FOR THIS TRAINING? The contractor will be paid for actual hours worked to include training time. QUESTION 17- PARAGRAPH 7.1 INDICATES ADDITIONAL REQUIRED TRAINING FOR THE CONTRACTOR PERSONNEL. THE PARAGRAPH ALSO STATES THAT THE &CONTRACTOR IS TO BEAR ANY COSTS&. ARE THESE COSTS THEN TO BE BILLED BACK TO THE GOVERNMENT FOR REIMBURSEMENT? The Governme nt will only pay for that training indicated in Section 6 of the Scope of Work. QUESTION 18- IN REGARD TO THE PRICING SCHEDULE, PLEASE PROVIDE DETAILS AS TO WHAT ITEMS WOULD BE ALLOWABLE AND PERMITTED TO BE BILLED TO THE GOVERNMENT UNDER EQUIPMENT AND JOB RELATED TRAVEL. Required safety equipment, i.e. hardhats, safety vests, steel toed shoes, mileage. QUESTION 19- WHAT IS THE DEFINITION OF, RESIDING OR PRIMARILY DOING BUSINESS IN THE STATE OF LOUISIANA. Please see FAR 52.226-3. QUESTION 20- IT APPEARS THAT THIS CLAUSE WILL EXCLUDE BUSINESSES THAT MAY HAVE BEEN IN THE HURRICANE KATRINA AND/OR RITA AFFECTED AREAS IN MS, AL OR TX. IS THAT CORRECT? IS A BUSINESS WITH THEIR PRIMARY OFFICE IN MS EXCLUDED FROM PURSUING THIS CONTRACT? The set-aside area for this requirement is the State of Louisiana. FAR 52.226-3 provides a list of the items the Contracting Officer will consider in determining the status of the contractor.
