Description
This is a modification to the FedBizOpps Announcement: The issue date for this RFP is on or about 29 December 2006. The RFP will available for download on or about 29 December 2006. TYPE OF AWARD: This acquisition is proceeding as an Unrestricted Request for Proposal (RFP). Large businesses competing for this project must comply with the FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: 51.2% for Small Businesses; 8.8% for Small Disadvantaged Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Serv ice Disabled Veteran Owned Small Businesses. Estimated Cost Range is between $10,000,000 and $25,000,000 This Procurement will be conducted under FSC CODE: Y199, SIC CODE: 1542, NAICS Code: 236220. The size standard for this code is $31,000,000. Information about the time and location of the pre-proposal conference will be found in Section 00100 of the specifications. JOB DESCRIPTION: This is a Design-Build. This project includes 3 facilities as follows: a. This project will provide a new 1-story, approximately 71,688 Square feet FA-22 Fueled Composite Overhaul/Test Facility. The facility is divided into 3 areas inlcuding  the paint booth building, the flight test hangar, and the support area. The paint booth hangar is a parent-structure which will accommodate up to four paint booths or paint booth inserts. The flight test hangar will hold four F/A-22 aircraft for maintenance and testing. An overhead running crane system will service all four aircraft ba ys. The administration/support includes a main entry, security, IMIS conference room, offices, break room, locker rooms, toilets, tool room, material inventory control room, paint storage, paint mixing, and utility room. b. This project will include a new 1-story 2- Bay Fire Station containing apparatus bays with a bid option for adding a third bay and its supporting functions, totaling approximately 7,695 square feet. The fire station includes bedrooms, laundry room, phy sical fitness room, kitchen, dining, dayroom, and other rooms. c. This project will also include replacing the existing operational radar station with a new radar station tower and then relocating existing equipment and radar dome from the existing facility to the new facility. This project will include approximately 7,667 net square feet excluding chases, elevator and stair shafts. The new radar station will have general offices and support functions located at the base of the tower. The radar dome and radar array will be relocated to the top level of the facility. Ot her spaces located on the upper levels of the tower are for the support of those functions, such as, but not limited to, mechanical rooms, cable chases, stairs, and elevator. All PROPOSALS are due in not later than 30 JAN 2006/3:00 pm PST. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best v alue to the Government.
