Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quote is being issued by GovWorks under the Department of the Interior Franchise Fund on behalf of DHS Office of Border Patrol. The procurement and resultant contract administration as well as payment of invoices will be handled by GovWorks. GovWorks is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal civilian and DoD Agencies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13, Effective 28 Sep 2006. NAICS: 334220 NAICS U.S. industry title: Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Size Standard: 750 employees. A quote for the following items is requested: 1. Long-Range Thermal Imager (Qty: 35). Performance requirements: Detection of man-sized target at greater than ten (10) km; capability to operate in adverse weather / environment including humidity, heat, rain, wind, dust, and snow; capability to operate remotely by RS232, RS422, and Ethernet communications. Minimum Specifications: Operational Range ? 0 to greater than 10km; Array size 620 x 512 pixels; Field of View (FOV) adjustable, multiple fields of view; Video output RS170A Interlaced; Environmental temperature operating range -50 to 125 degrees Fahrenheit; Housing ? Ruggedized / weatherproof; Power 12V to 30V, DC or AC. Note: Requirements based on NATO standard performance criteria and NATO STANAG target panel sizes. 2. Visual Camera (Qty: 35). Performance requirements: Detection of man-sized target at greater than five (5) km; capability to operate in adverse weather / environment including humidity, heat, rain, wind, dust, and snow; capability to operate remotely by RS232, RS422, and Ethernet communications. Minimum Specifications: Operational range (in conjunction with lens) 0 to greater than 5km; electronic zoom function 12 to 240mm, minimum; video format RS170A NTSC(I); low light capability .01lux; environmental temperature operating range -50 to 125 degrees Fahrenheit; Housing - Ruggedized / weatherproof; Power 12V to 30V, DC or AC. Camera Lens specification requirements: ? inch CS mount; Housing ? Ruggedized / weatherproof. 3. Pan and Tilt Unit (Qty: 35). Minimum specifications: Variable speed pan and tilt; minimum 360 degree rotation; +/- 90 degree tilt; capable of two-camera mount; capable of pan and tilt position feedback, ?slew to cue? functionality; Bi-directional communications capability; Housing ? Ruggedized / weatherproof. 4. PC based Control Box (Receiver / Driver) (Qty: 35). Minimum specifications: Hard-wired or wireless; capability to control pan and tilt, thermal imagers, and visual camera / lens and capability to switch between thermal imager and visual camera; Housing ? Ruggedized / weatherproof. Universal controller minimum specifications: capability to control pan and tilt, thermal imagers, and visual camera and future capability to control other equipment (eg: laser range finder, radar, dry contacts, etc.); Housing ? Ruggedized / weatherproof. 5. Monitor (Qty: 35). Minimum specifications: Resolution Analog: 450 H lines, Digital: 1024 x 768; Housing ? Ruggedized / weatherproof. 6. Control Cables (Qty: 35). Minimum specifications: 0 to 150 feet, compatible w/ specific system components. The proposed delivery address is as follows: ATC-Lorton, VA, Office of Information and Technology, 10720 Richmond Highway, Lorton VA 22079. A single award is anticipated. Award will be made to the responsible firm meeting all of the above technical requirements. Commercial Items including the following addenda: GovPay Electronic Invoicing Requirements: All payment requests must be submitted electronically through GovPay. ?Payment request? means any request for contract financing payment or invoice payment by a contractor.
