- This is a combined synopsis/solicitation for commercial items prepared by the Direct Reporting Program Manager, Advanced Amphibious Assault (DRPM AAA), in Woodbridge, VA, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M67854-07-T-0018 is issued hereto as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14 and DCN 20061204. This acquisition is set-aside 100% for small business under North American Industry Classification System Code (NAICS) 541618 and a size standard of $8,000,000. The requirement is to conduct Market Research Study of industry standards, component trends, and trends in commercial systems network equipment and maintenance (See Attached Sta tement of Work). DFARS clause 252.212-70001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2005) The following clauses apply to this solicitation and any resultant contract: DFARS 252.232-7003, "Electronic Submission of Payment Request (May 2006), DFARS 252.204-7004, Required Central Contractor Registration, Alternate A (11/03) is also applicable. All proposals must include the following information: Company?s complete mailing address, discounts for prompt payment, if any (e.g. 1% 10 days), CAGE Code, Dun & Bradstreet number and Taxpayer ID number. The Government intends to evaluate the proposals as follows: 1) Availability of relevant historical/present day industry and market research data on market needs and questions as outlined in Market Research section of the attached Statement of Work. 2) Ability to provide a searchable database of factual information collected for the past 5 years to show industry trends. 3) Technical/Schedule: Vendor must provide a) analytical/technical approach to project future trends and b) steps needed to meet schedule. 4) Past Performance: Request vendor to provide 3 recent (within 3 years) and relevant contracts for the same or similar items and references. NOTE: A neutral rating will be given for lack of experience. 5) Price. Factors 1 and 2 are equal in value and more important than factors 3 and 4 which are equal in value. The re lative importance of all other evaluation factors, when combined, are more important than price. The importance of price increases for proposals that are essentially equal in non-price factors. A selection will be made based on the proposals determined most advantageous to the Government considering price and other factors. The contractor must have current registration through Central Contractor Registration (CCR), http://www.ccr.gov to be eligible for award. The successful contractor shall be required to invoice through the Wide Area Work Flow (WAWF) system at https://wawf.eb.mil. Proposals shall be submitted electronically to email tanineczmd@efv.usmc.mil No facsimile proposals will be accepted. Proposals are due no later than 2:00 p.m., EST on 8 January 2007.
