- This is a SOURCES SOUGHT notice from the United States Environmental Protection Agency (U.S. EPA) for laboratories to analyze microvac and air samples that will be collected from multiple sites in lower Manhattan, under EPA?s World Trade Center Indoor Dust Test and Clean Analytical Support program. The Test and Clean Program plan is the result of ongoing efforts to monitor the current environmental conditions for residents and workers impacted by the collapse of the World Trade Center (WTC) towers. The samples collected shall be analyzed by a contractor for asbestos and man-made vitreous fibers (MMVF). Under the anticipated contract, the contractor shall provide timely and accurate analysis of asbestos and MMVF using transmission electron microscopy (TEM) and scanning electron microscopy (SEM) methodology reporting AHERA asbestos structures, and a modified phase contrast microscopy equivalent (PCMe) structure count for asbestos and MMVF. For the asbestos analysis the laboratory shall follow the microscopic procedure outlined in 40 CFR Part 763 (AHERA protocol http://frwebgate.access.gpo.gov/cgi-bin/getcfr.cgi?YEAR=current&TITLE=40&PART=763&SECTION=&SUBPART=E&TYPE=TEXT ) in its entirety. The draft SOW can be found at the following website: http://www.epa.gov/oam/srpod/index.htm#sources Potential sources must meet the following criteria in order to be considered: 1) Technical Ability Laboratories must possess polarized laboratory methodology (PLM) Environmental Laboratory Approval Program Certification (NYSDOH), as well as, PLM and TEM Asbestos Fiber Analysis National Voluntary Laboratory Accreditation Program Certification (NIST). Laboratories must demonstrate that the laboratory has sufficient analytical and storage space, analytical equipment including PLM, TEM and SEM, and a competent staff to analyze a substantial number of samples. 2) Capacity Laboratories must meet or exceed daily average capacity specified in SOW as 60 samples per day. The total samples and quality control (QC) samples are estimated to be approximately 9,000. 3) Location Laboratories must have a qualifying facility in the NYC metro area so that samples may be delivered daily by sampling contractor messengers. The period of performance is one year from date of award with a six month option period. EPA intends to award an ID/IQ contract that will be task order driven. The applicable NAICS code is 541380. Any interested candidates who believe they have the capability of providing the required services, are invited to submit the following: 1) Quality Assurance Manual: For the purposes of the sources sought announcement, each separate element of the QAM shall be written to detail practices of the laboratory that serve to meet the intent of each specific requirement of the SOW. 2) Standard Operating Procedures: For the purposes of the sources sought announcement, each separate element of the SOP shall detail practices of the laboratory that serve to meet the intent of each specific requirement of the SOW. All elements required in these Sections must be included in the SOPs. 3) A Capability Statement that includes a list of laboratory equipment, and the number and model numbers of SEM?s and TEM?s.
