Description
This is a SOURCES SOUGHT notice from the United States Environmental Protection Agency (U.S. EPA) for laboratories to analyze lead and polycyclic aromatic hydrocarbons (PAHs) samples that will be collected from multiple sites in lower Manhattan, under EPA?s World Trade Center Indoor Dust Test and Clean Analytical Support program. The Test and Clean Program plan is the result of ongoing efforts to monitor the current environmental conditions for residents and workers impacted by the collapse of the World Trade Center (WTC) towers. Under the anticipated contract, the contractor shall provide timely and accurate analysis of lead and polycyclic aromatic hydrocarbons (PAHs) using the standard EPA SW-846 methods 6010C and 8270D respectively. The methodology for the analysis can be found within the statement of work (SOW) at the following EPA website: http:www.epa.gov/epaoswer/hazwaste/test/pdfs/6010c.pdf and 8270D , http://www.epa.gov/epaoswer/hazwaste/test/pdfs/8270d.pdf. The draft SOW can be found at the following website: http://www.epa.gov/oam/srpod/index.htm#sources Any interested candidates must meet the following criteria in order to be considered: 1) Technical Ability Laboratories must possess Environmental Laboratory Approval Program Certified Commercial Laboratory (NYSDOH). 2) Capacity Laboratories must meet or exceed daily average capacity specified in SOW, which is 30 metals and 30 PAH?s samples per day. Approximately 5100 wipes samples for each analyte are anticipated for analysis. The total samples and QC samples are estimated to be approximately 5,700. The period of performance is one year from date of award with a six month option period. EPA intends to award an ID/IQ contract that will be task order driven. The applicable NAICS code is 541380. Any interested candidates who believe they have the capability of providing the required services, are invited to submit the following: 1) Quality Assurance Manual: For the purposes of the sources sought announcement, each separate element of the QAM shall be written to detail practices of the laboratory that serve to meet the intent of each specific requirement of the SOW. 2) Standard Operating Procedures: For the purposes of the sources sought announcement, each separate element of the SOP shall detail practices of the laboratory that serve to meet the intent of each specific requirement of the SOW. All elements required in these Sections must be included in the SOPs. 3) A Capability Statement that includes an organizational chart including key personnel, including section managers, analysts, sample receiving personnel, Quality Assurance staff that would participate in the performance of a contract under the SOW. Include sufficient information to assure that the laboratory is capable of analyzing the daily average capacity. 4) Inventory of key instrumentation to be used in the performance of the SOW.
