- NASA/ARC has a requirement for a Programmable, Wide Area Augmentation System-Global Positioning Satellite System (WAAS-GPS)-enabled, Inertial Navigation Sensor Unit (INU). Package includes both INU hardware and programming support to provide NASA-unique access to sensor parameters. This aircraft avionics device will provide a programmable, GPS-enabled inertial navigation unit for use in NASA Rotorcraft guidance, navigation and control flight research programs. The device must meet current DoD accuracy requirements for inertial drift and GPS-enabled accuracy (see requirements list below). The device shall include an integral, expandable computing processing section, with at least one additional CPU slot to allow on-board execution of customer-written guidance, navigation and control software. The internal processing shall provide customer access to internal data as listed in the Navigation unit parameter output requirements below. Inertial Navigation Unit Accuracy Requirements: 1. 2-D position (CEP): 0.8 nmi/hr 2. Velocity X, Y (RMS), navigation frame: 2.5 ft/sec 3. Velocity Z (RMS), navigation frame: 2.0 ft/sec 4. Acceleration X, Y, Z (RMS), navigation frame: 0.064 ft/sec/sec 5. Attitude Pitch, Roll (RMS): 0.050 deg. 6. Platform azimuth (RMS): 0.045 deg. 7. True heading (RMS): 0.1 deg. 8. Magnetic heading(RMS): 0.2 deg. 9. Pitch, Roll, Yaw rate (RMS): 0.043 deg/sec. GPS-enabled Inertial Navigation Unit Accuracy Requirements: 1. 3-D Position with C/A code GPS-enabling: 17 meter (56 ft) 2. Velocity X, Y, Z (RMS) navigation frame: 0.1 m/s (0.328 ft/sec) 3. Acceleration X,Y, Z (RMS) navigation frame: 0.064 ft/sec/sec 4. Attitude Pitch, Roll (RMS) 0.050 deg 5. Platform azimuth (RMS): 0.050 deg 6. True heading (RMS): 0.1 deg. 7. Magnetic heading (RMS): 0.3 deg. 8. GPS time - second NASA/ARC intends to purchase the items from BAE Systems. BAE Systems unit is unique in providing programmability, software to provide parameters unique to NASA research use, and access to raw inertial data within the sensor package. The BAE Systems unit has internal programming capability and additional card slots which would allow adding more internal programming capability to support installation of the NASA guidance and control drive laws, internal to the unit. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. local time on December 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
