- Description
- This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service (APHIS), National Veterinary Services Laboratory (NVSL) intends to acquire general construction services to design, construct, deliver and place on a designated site four (4) Modular Units in support of the Avian Influenza project at the NVSL facility (Ames, Iowa). The contractor shall furnish all plant, labor, materials and equipment necessary to accomplish this project as outlined in the follow-on solicitation which shall be posted to this website (FedBizOpps). The contractor shall construct/provide two (2) Animal/Poultry Production Modular Units; one (1) Bio-Safety Level-2 Enhanced Serum Processing Laboratory; and one (1) Bio-Safety Level -2 Poultry Challenge Building. The design and construction of the Avian Influenza Modular Units shall comply with the latest edition of the Biosafety in Microbiological and Biomedical Laboratories (BMBL), CDC Publication, 1999. It is a requirement that the contractor provide engineered plans and specifications (which shall be submitted for review and approval) for this project and which shall be signed and sealed by a Professional Engineer registered in the state of Iowa. It is a requirement that all interested offerors attend a Pre-Bid Conference at the NVSL facility, Ames, Iowa prior to submission of proposals (date and time to be posted with the solicitation). All available program of requirements, site plans, and site utilities drawings shall be provided to potential offerors at the Pre-Bid Conference. Product specifications for the four (4) units referenced above shall also be provided at the conference. The Government will furnish other information for the project which will be identified in the solicitation. All work shall be done in accordance with the statement of work, solicitation and approved plans (drawings), specifications and attachments. The contractor shall adhere to all applicable National Codes and Regulations. It is anticipated that a single award will be made. All effort shall be completed within approximately six months (one hundred and seventy-six days (176) days) after award and the issuance of the notice to proceed. This procurement is a Full and Open Requirement which is to be awarded as a fixed price contract. Estimated construction cost is between $1,000,000 and $5,000,000. The solicitation will be available on this website (www.FedBizOpps.gov) on or about August 25, 2006. The solicitation, #AG-32KW-S-06-0011, is to be affixed to all documents submitted in reference to this requirement. All work is to comply with local, Federal and State codes and is subject to Davis-Bacon wage rates. Other specifics for this project shall be reflected in the posted solicitation (Request for Proposals) which is anticipated to be released on or about August 25, 2006.
