Description
The following is added to the original announcement: A major objective will be to develop sound RFP documents that clearly and comprehensively articulate the performance requirements which will be the basis for the post-award design documentation (plans and specs) to be prepared by the Contractor's Design Agent (AE #2). It should be recognized that the AE (AE #1) effort for development of the design build Request-for-Proposal (RFP) needs to be tailored to the time available for development of the RFP. The end date (established by law) for completion of BRAC construction, dictates that the time (and thus the associated effort) for preparation of the RFP need to be streamlined. It is estimated that 12 15 weeks will be allotted for preparation of the RFP. Expected RFP development-related work tasks include the following: some overall programming; documentation of existing conditions and available utility capacities; identification of utility connection points; performance criteria coordination; incorporation into the RFP, space requirements and associated outfitting requirements (performance based)- provided by the Government; incorporation into the RFP, space adjacency requirements provided by the Government; determination of temporary swing space requirements; topographic surveys, geotechnical services/soil borings; hazardous material surveys; preparation of cost estimates and cost analyses; and post construction award services, including technical review of the design provided by the Contractor's Design Agent (AE #2). It is noted that in addition to the RFP encompassing medical facility requirements, the RFP will also encompass some non-medical facility requirements, such as parking structures and admin space renovations. The work that the RFP encompasses could potentially exceed $400 million. Because this contract could eventually result in an award over $500,000.00, a subcontracting plan will be required by large business concerns. The small disadvantaged business goal in the plan shall not be less than 15.88% of the subcontracted work. The women-owned small business goal shall not be less than 14.22%. A subcontracting plan is not required from firms classified as small businesses. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-SEP-2006).
