Description
The Agency of Indian Health Service, (HIS), Office of Public Health Support (OPHS), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Eric Bothwell, D.D.S., 3630 Martins Dairy Circle, Olney, MD 20832. The anticipated date of award is December 28, 2006. The purpose of the contract is for technical writing, document review, training, and assessment for an agency history project and agency performance measurement requirements. The contractor shall perform the following tasks; Project Outline and Requirements: Documents and materials created through the work of this contract will be the property of the Indian Health Service. Travel is not required by this contract. Task 1 - History Manuscript Review a contractor preparing the IHS History Manuscript is required to prepare six draft chapters for IHS and ten side-bar narratives. The History Manuscript Reviewer will review the six chapter drafts and 10 side bars for content, tone, accuracy, and consistency in narrative style. Deliverable - The History Manuscript Reviewer will provide IHS written comments of chapter reviews within 7 working days of receipt of chapter drafts. The contractor shall provide written and graphic materials to IHS in MS Word. Technical Evaluation Criteria: Prospective contractors will be evaluated based on their demonstrated experience in drafting published peer review journal articles and/or chapters directly related to Indian Health Service-related related topics that provide a demonstrated foundation in technical writing skills. The number of peer review journal articles directly related to Indian Health Service-related topics will be a deciding factor in evaluating this task. Maximum Points - 20 Task 2 - Article Manuscript Drafts - the contractor and IHS History Project Coordinator shall identify two significant events or subjects relating to IHS history. They will identify health-related peer review journal that will be appropriate for publication of each of the IHS history articles. The contractor shall prepare a draft manuscript in the style format of the identified journals from historic documents, photos and oral histories collected as part to the IHS history project. Deliverable - The contractor shall provide the draft journal article to IHS for review and comment. The contractor, in accordance with IHS procedures, shall submit the manuscript to the journal for consideration. The contractor will make one revision to the manuscript based on journal review of the manuscript. The contractor shall provide final written and graphic materials to IHS in MS Word. Technical Evaluation Criteria: Prospective contractors will be evaluated based on their demonstrated working knowledge and experience in Indian Health Service management and administration. Length of experience and past level of responsibility in working in Indian Health Service management and administration will be a deciding factor in evaluating this task. Maximum Points - 20 Task 3 - Mock PART Assessment IHS management anticipates IHS programs will be subjects for OMB PART assessments during FY2007. The IHS PAT will identify two programs targeted for PART assessments during FY2007. Working under the direction of the IHS GPRA Coordinator, the contractor shall develop and conduct a mock PART assessment for the 2 targeted IHS programs. The mock PART assessments will be developed through meetings and consultation with staff of the programs and OMB examiner staff, and reviews of past PART assessments conducted for IHS and DHHS programs. The contractor shall follow-up on Deliverable - The contractor shall provide the IHS GPRA Coordinator with mock PART assessments for each of the two identified IHS programs. The contractor shall make one revision to each of the assessments based on IHS review comments. The contractor shall provide final written and graphic materials to IHS in MS Word. Technical Evaluation Criteria: Prospective contractors will be evaluated based on their demonstrated experience in managing PART assessments for one or more DHHS agencies or organizational units. Length of experience and past level of responsibility in for PART assessments will be a deciding factor in evaluating this task. Maximum Points - 15 Task 4 - Performance Management Training Using the mock PART assessment developed and conducted under Task 3, the contractor shall develop and present PART training for staff of the two targeted programs on performance management and the PART assessment process. The contractor shall identify deficiencies identified in the mock assessment and develop an improvement plan for each program. Deliverable - The contractor shall develop and conduct one formal PART training session with each of the two IHS programs targeted for PART assessments. At the direction of the IHS GPRA Coordinator, the contractor shall conduct one follow-up training session with each of the two IHS programs to assist in improving their mock PART assessment score. Technical Evaluation Criteria: Prospective contractors shall be evaluated based on their demonstrated experience in conducting performance management training for one or more DHHS agencies or organizational units. Number of training sessions and the diversity of topics covered in the training sessions will be a deciding factor in evaluating this task. Maximum Points - 15 Task 5 - PART Assessments The contractor shall assist the IHS GPRA Coordinator and the Direct Federal Services Program staff in preparing for the PART re-evaluation by evaluating the initial Direct Federal Services Program PART assessment, preparing submissions for the new PART assessment, and assisting in drafting appeals to the new PART assessment. Deliverable - The contractor shall conduct an analysis of the 2002 Direct Federal Services Program PART assessment based on the current PART procedures, and submit a written assessment report of needs and recommendations for the new PART assessment. Working with the IHS GPRA Coordinator, the contractor shall assist Direct Federal Services Program staff in preparing submissions for the new PART assessment and appeals to the PART assessment. The contractor shall provide final written and graphic materials to HIS in MS Word. Technical Evaluation Criteria: Prospective contractors will be evaluated based on their demonstrated experience and expertise in health data analysis and technical writing. The number of health data analysis and diversity of topics analyzed will be a deciding factor in evaluating this task. Maximum Points - 15 Task 6 - IHS Disparities Report OPHS identified the development of a monograph to assess and describe the disparities in health care and health status of American Indians and Alaska Natives served by IHS. The report will describe the disparities of our service population, IHS Performance Budget, health program initiatives, performance reporting, and Indian health advocacy. The contractor shall collect data and program staff input for the report from HIS and tribal program staff, statisticians, epidemiologists, and leadership. Deliverable - The contractor shall provide the draft report to IHS for review and comment. The contractor shall make one revision to the manuscript based on review comments to the manuscript and submit a final draft report to IHS. The contractor shall provide final written and graphic materials to IHS in MS Word. Technical Evaluation Criteria: Prospective contractors will be evaluated based on their demonstrated experience in drafting documents and reports based on analysis of Indian health based on data analysis and staff interviews that provide evidence of a demonstrated foundation in technical writing skills. The number of reports directly related to Indian Health Service-related topics will be a deciding factor in evaluating this task. Maximum Points ? 15 The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
