ITEM DESCRIPTION, RKMF 06-0144(Rev III) INSTALL TRAILER, TEMPORARY OPERATIONS FACILITY, BLDG. 250, 15 NOVEMBER 2006 Description of Supply: Contractor shall provide all personnel, equipment, tools, material, supervision and other items necessary to furnish and install one (1) each doublewide trailer at Building (Bldg) 250, Nellis Air Force Base, Las Vegas, Nevada. Contractor shall deliver, set-up and maintain facility, as follows: -- 20? x 70? doublewide trailer (approx. 1400-1500sq ft.). -- Trailer color shall be Tan, White or Light Gray. -- Provide all necessary equipment to lift trailer over existing 6?-7? block wall. Wall will not be removed. -- Furnish all required jacks and associated tie downs to support/stabilize trailer. -- Install factory mounted Load Centers (Electrical Panels), and Air Conditioner/Heating Units on the end of each trailer that will face the south/flight line side of the compound. This will facilitate electrical hookup. -- Install main communication access boxes on the opposite end of trailer from electrical service or north end. This will facilitate communication line hookup. -- Install power outlets, communication drops (data ports) and phone jacks every 8 feet on internal walls. -- Provide access from external mounted communication/electrical boxes to inside outlets, drops and jacks. -- Furnish two (2) doors that open outward. Doors should be on the long side of trailers, away from electrical service. -- Furnish stair access for both external doors. -- Furnish grate skirting around the trailer. Skirting shall match trailer. -- Install Two (2) to Four (4) Windows that open and close with screens. -- Install Cipher Locks on exterior doors. -- Furnish associated Fixed Air Conditioners and Heating Units to adequately cool trailer for external temperatures over 100 degrees and heat trailer for external temperatures below 40 degrees over an internal 1400 sq. ft. span for up to approx. 20 personnel. -- Furnish power conduit to support positional power requirements. -- Verify correct electrical tie-in of service wires to each factory-mounted load center after supplemental contractor?s electrical work on trailer is completed and circuit to the new service disconnect is energized. -- Energize, (turn on) circuits to all electrical devices within the trailer and verify correct operation. -- Furnish and install carpeting throughout entire facility. -- New requirement: Trailer must have a storage area in one end. -- The Gov?t will: -- Install one each 200 Amp, 3-pole Nema-3R fusible disconnect on exterior wall of trailer and riser to connect to overhead service cable. Riser conduit and conductors to be the same as the transformer side. -- Install Liquid-Tight flex conduit from disconnect on trailer to two factory-mounted load centers on trailers and feed each load center with three #1/0 AWG copper conductors and one #4 AWG ground. -- Install 3/4? inch 10ft cooper ground rod next to trailer and ground trailer and neutral at this point. -- Install 24? X 24? NEMA 3R junction box on exterior of trailer for telephone connection. -- Install one (1) 200-pair copper telephone cable from telephone board to junction box mounted on trailer. -- Penetrate floor, as necessary, for additional power hook-ups. -- Place holes in walls to hang/place decorative internal furnishings. Due care will be take to minimize damage to walls. - Delivery/Acceptance: -- Trailer must be new and in excellent condition at initial acceptance. -- Prior to acceptance of trailer representatives from the Contractor and Gov?t will inspect the trailer. All discrepancies/damages, regardless of how minor, will be identified and documented. Contractor and Gov?t representatives will sign discrepancy document. A copy of the discrepancy report will be forwarded to the Contracting Officer. -- The Gov?t will not be responsible for normal wear and tear of trailer. -- The Bldg Custodian will contact 99 CES/Customer Service section and 99 CS to disconnect lines two weeks prior to trailer removal. - Facility Maintenance: -- The Contractor is responsible for any and all routine or preventative maintenance and repairs in accordance with the manufacturer?s maintenance schedule service plan. The factory warranty shall apply. The contractor shall provide copies of factory warranties and scheduled maintenance plans upon delivery. -- Contractor shall provide a minimum of 24-hour notice for scheduled maintenance. -- Contractor shall provide on-call maintenance within 24 hours after receipt of maintenance call. Contractor shall provide a point of contact (POC) and phone number for maintenance calls. -- The Gov?t POC for maintenance/maintenance calls will be the Bldg 250, Bldg Custodian. The name and phone number of the Bldg Custodian will be provided to the Contractor. - Teardown/Removal -- Contractor shall be responsible for the teardown/removal of trailer. -- All debris shall be removed from the site and disposed of in accordance with local and state laws. Site shall be left clean and free of debris. -- Prior to removal of trailer, representatives from the Contractor and Gov?t will inspect the trailer. All discrepancies/damages shall be identified, compiled into one written document, signed by the inspecting parties. A copy of the signed discrepancy/damage report will be submitted to the Contracting Officer. - Additional Information: -- Trailer will be used for office space. Gov?t will provide all interior furnishings including modular furniture and partitions. -- Trailer will be installed on existing asphalt/concrete pad. -- Trailer (used) must not be older than five years. You must be CCR registered in order to receive an award. This procurement is 100% small business set-aside. Quotes must be submitted NLT 18 Dec 06 at 5:00 pm. AWARD WILL BE MADE BASED ON A ?BEST VALUE? BASIS BASED ON: PRICE, SPECIFICATIONS and DELIVERY (Trailer condition must be acceptable).
