- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS ANNOUNCEMENT. NO SOLICITATION IS AVAILABLE AT THIS TIME HOWEVER RESPONSES WILL BE USED TO HELP DETERMINE THE APPROPRIATE AC QUISITION STRATEGY FOR A FUTURE ACQUISITION. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW UP INFORMATION REQUESTS. The purpose of this announcement is to gain knowledge of potential small business sources. Responses to this announcement are restricted to small business concerns. The U.S. Army Corps of Engineers Savannah District has a requirement for Environmental Architect Engineer Services and is contemplating issuing a solicitation for award of up to three Indefinite Delivery Indefinite Quantity Firm Fixed Price Contracts for E nvironmental Architect Engineer services. It is anticipated that each contract would consist of a base year and two one year option periods. The maximum amount for each contract would be $4.5 million. The estimated value for each year is $1.5 million. However this is only an estimate. The actu al amount per year may be greater than or less than $1.5 million but the total may not exceed $4.5 million. Task orders issued under these contracts would be for the Contractor to perform environmental projects in the areas of environmental restoration, environmental compliance, pollution prevention, and conservation. The type of work expected to be performed i ncludes: plans, assessments, investigations, studies, designs, disposal or treatment of contaminated waste, erection of containment structures or other facilities incidental to the work, sampling and testing of materials, soil, water or air, well installat ion or abandonment, short term operation and maintenance (O&M) of facilities, support services during construction phase, environmental document preparation, and preparation of as-built drawings and O&M manuals. The Contractor shall perform services as sp ecifically instructed within individual task orders as directed in writing by the Contracting Officer. In performing the services ordered, the Contractor shall provide all labor, materials, equipment, supplies, personnel, subcontractors, supervision, faci lities, and all other services required to perform the specific services ordered to ensure delivery of a complete end product or service. The services that would be performed under these task orders are to support the environmental programs and requiremen ts of the U.S. Army Corps of Engineers located within the South Atlantic Division (SAD) Area of Responsibility. It is anticipated that a majority of the projects will be located within the geographical boundaries of the SAD. However it is possible that s ome projects could be outside of SADs geographical boundaries. Customers typically are military installations or commands, other federal agencies, and state or local governments. These services will be required for an undetermined number of projects of varying size and complexity. The Contractor may receive multiple task orders in excess of $500,000 concurrently or within a very short time frame and must be capable of successfully executing the projects. The government is requesting that interested small business concerns submit the following: 1. Company name, address, point of contact, telephone number, and e-mail address. 2. Small business classification (i.e. 8(a), HubZone, Service Disabled Veteran, etc.) under the North American Industry Classification System (NAICS) code 541330. The small business size standard for this procurement is $4.5 million. 3. The SBA district office for your firm. 4. A positive statement of intent to submit a proposal if a solicitation is issued that would allow your firm to do so. 5. A list of all relevant projects (but no more than 10) both Government and private performed within the last two years. To be considered relevant the project must be for the type of work described above in this announcement. For each project include the following: a. Project Name b. Contract Number c. Award Date d. Dollar Value e. A detailed description of the project (not longer than 1 page). This project description should demonstrate the Contractors expertise in the following: development of typical deliverables supporting HTRW, development of environmental studies & plans t o achieve compliance, ecological restoration, pollution prevention and conservation, knowledge and application of environmental laws and regulations, knowledge of ordnance and explosive wastes, unexploded ordnance, and chemical warfare material, knowledge of producing cost estimates using MCACES-Gold and RACER, utilization of GIS, data management databases and other visualization techniques, ability to create & maintain a team throughout project deliverables with a single POC responsible for all efforts. f. The Company name, address, point of contact, telephone number, and e-mail address for all major subcontractors used on the project. g. Project Completion Date or Estimated Completion Date h. The name, address, telephone number, and e-mail address of a reference POC for the project. 6. A statement confirming the Contractors understanding of and capability to meet the requirements of FAR 19.508(e) and 52.219-14, which requires that for Services (except construction) at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
