- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Government intends to purchase ASTM D 3699, Type 1-K Kerosene. The total quantity of fuel to be purchased between date of award of the order and 30 September 2007 is expected to be between 8,000 gallons and 12,000 gallons. The minimum quantity per transaction will be 2,500 gallons and the maximum quantity per transaction will be 5,000 gallons. The fuel shall be priced on a per gallon basis. Delivery fees shall be priced separately, and may be quantity dependent. After establishment of the purchase order, NSWCDD will contact the vendor to request delivery of a specified or estimated quantity of fuel. The vendor shall deliver the fuel to NSWCDD within 7 days of receipt of each request. All deliveries shall be made during normal business hours (Weekdays between 0730-1500, except for Federal holidays). The North American Industry Classification System (NAICS) code is 424720 with a size standard of 100 employees. This procurement is set-aside for small business distributors . The order shall be a fixed priced order with economic price adjustment. FOB Destination shall apply. Simplified Acquisition Procedures shall be used. This procurement is DO priority rated. Anticipated award by no later than 22 December 2006.
