NAICS Code: 335999 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-07-00039 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-14. The associated North American Industry Classification System (NAICS) is 335999 and the business size standard is 500 employees. Full and open competition procedures will be utilized. A firm, fixed price purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. This procurement is for the acquisition of three (3) Continuous Particle-Bound Polycyclic Aromatic Hydrocarbons Monitor (monitor). The critical specifications for the monitor are: it must provide real-time continuous monitoring of total particle-bound polycyclic aromatic hydrocarbons (PAHs); it must be portable, battery operated, lightweight (1.5 kg or less) and compact; it must have an internal pump capable of maintaining a flow rate of 1 liter/minute; it must have a minimum sensitivity rating of 10 nanograms of particle-bound PAHs/cubic meter; and, it must be capable of logging large numbers of data points (7,500 or more) collected at short time intervals (10 sec. - 1 min., at a minimum), which can be retrieved via an RS-232 interface with a computer. The monitor must be third-party, i.e. UL, listed. The monitor shall be delivered f.o.b. Destination to Research Triangle Park, Durham, North Carolina, 27703. The Government intends to award a single order to the lowest price quote that meets all Government specifications. Quotations must include sufficient material (such as narrative technical specifications, photos, brochures, etc.) to permit the government to determine that the proposed monitor will meet the EPA's critical specifications. Any specific variances from the specifications shall be addressed by the vendor with respect to how the vendor=s proposal provides alternative equivalence. The Government reserves the right to require additional pricing information, if necessary, to determine that the proposed price is reasonable.
