Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for one Scanning Electron Microscope (SEM) system for NASA Ames? Center for Advanced Aerospace Materials and Devices. SEM images have a characteristic 3-dimensional quality and are useful for depicting the structural properties of a sample surface (such as semi-conductor wafers). The main application of this instrument will be for the observation and characterization of nanostructured materials and devices. The SEM system in its basic configuration must accommodate the following functional description. The following specifications must be guaranteed: (1) Age of instrument must be less than six (6) years. (2) Minimum resolution required is 2nm, 1nm resolution is desirable. Resolution: must be better than 2nm at 15kV and should be able to operate at a maximum of 30kV. (3) Auto brightness and contrast, auto stigmator and focus. (4) Secondary electron detector is a minimum requirement. Additional features of the chamber detector may include: phosphor scintillator detector with optically coupled photomultiplier. Detectors: must include secondary electron detector, and back scattering electron detector. (5) Raster rotation and tilt compensation. (6) 5-axis sample stage. Preferably a high precision sample stage travel in x, y, z direction. Sample stage travel distance in x, y, z direction must fall between the range of plus or minus 75 mm x, y axis and 25 mm z axis, tilt in the range between negative 15 degrees to positive 90 degrees and rotation must be 360 degrees. Preferably motorized. (7) Magnification range between 20x to 900kx. (8) Digital image capture. Digital Image Capture: should be able to produce 1nm resolution and include pixel averaging, frame averaging, and continuous averaging. (9) Load-lock for quick sample loading/unloading. Load-Lock chamber must accommodate for a 100mm wafer. (10) Complete Energy Dispersive X-ray Analysis (EDAX) system. EDAX: energy resolution should be better than 140 meV, software for analysis should be included. (11) Focus: working distance ranging from 1mm to 50mm (12) Vaccuum system and conditions: fully automatic, with automatically operated pneumatic column isolation valve. Vacuum pump system must include oil rotary-pump, turbo molecular pump, and ion getter pump. Achieving ultimate vacuum of 2.0x10^-6 torr or better in the specimen chamber is desirable. (13) Warranty: 90 days, starting at the end of successful completion of acceptance. The warranty period for parts replaced during the warranty period will be at least 90 days starting at the date of replacement. Must be able to purchase, follow on warranty without needing repairs. Installation requirements for the system should include: a footprint for the entire system including possible positioning of all add-ons and connections to piping and electric/electronic lines. Training period should be included along with the installation of the instrument. Various options for maintenance contract of the instrument should be given to the customer prior to their purchasing of the equipment. Hardware: Bidder must provide full technical documentation for the instrument?s hardware. The documentation must include service manuals, parts lists, and comprehensive drawings for all mechanical components and electronic boards. System control/ Software: Bidder must provide full technical documentation for the instrument control system. The documentation must include operating manuals, the source code for the PC, and full description of commands and communication protocols linking the processors to each other and to the peripheral devices of the instrument. Should use the operating system Windows (Windows 2000 or later). Additions: Beam blanker for optional e- beam lithography. Less than 90 second pump-down time through load-dock. Pricing: The total price for the basic equipment must include: (1) cost of transportation. (2) Cost of instrument installed on site at NASA Ames Research Center: Building 239, Room B21 (room preparation charges are not included, Room requirements need to be provided). (3) Acceptance testing. (4) Estimate for the costs of consumables and maintenance over the first two years. The provisions and clauses in the RFQ are those in effect through FAC 2005-14. The NAICS Code and the small business size standard for this procurement are 334516 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Ames Research Center, Building 239, Room B21 is required within 30 days After Receipt of Order (ARO). Delivery shall be FOB Destination. All contractual and technical questions must be in writing (e-mail or fax) to the contract specialist, Janessa Langford not later than January 22, 2007 The DPAS rating for this procurement is DO-C9. FAR 52.204-9 (Nov 2006), Personal Identity Verification of Contractor Personnel is applicable. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-34. The following NASA FAR supplement (NFS) clauses are applicable: NFS 1852.215-84 Ombudsman, (Insert: Lewis Braxton (650) 604-5068) October 2003; NFS 1852.223-72, Safety and Health (Short Form) April 2002; NFS 1852.237-73, Release of Sensitive Information (June 2005). Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: such as (1) Specifications for the instrument. (2) Price to include charges for transport, site installation and acceptance testing must be included in purchase price. (3) Service (including availability and cost of service). (4) Time for installation. (5) Age and utilization of machine (6) Room preparation requirements. (7) Maximum delivery time. (8) Deadline for delivery of the instrument. (9). Warranty shall also be considered, it is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). (1) Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
