Description
NASA/GSFC has a requirement for an Emergency Public Address System (EPAS) that is to be installed at the Greenbelt facility, in Greenbelt, Maryland. The EPAS will support emergency preparedness communications requirements in addition to routine day-to-day facility and security communication needs across the center. NASA/GSFC intends to enter into a Lease-to-Purchase agreement with Siemens Communications Federal Solutions Group for the installation and maintenance of the EPAS. Siemens is currently the sole maintainer of the infrastructure and cable plants communications infrastructure for the Greenbelt facility. Siemens possesses an intimate knowledge of GSFC's unique infrastructure and support requirements because they have designed and installed the facilities, outside and inside cable plants and currently maintain all ?as-built? drawings and wiring schematics that support the hardware connecting the switches, as well as all of the communications closets. As the sole maintainer of the Greenbelt facility cable plant, Siemens has unrestricted access to provide for additions, repairs, and design of all the outside and inside cable plants on the Greenbelt facility. This knowledge of the existing cable plant is invaluable since the EPAS will use the existing, available GSFC copper cable to access each of the buildings from the header equipment that will be installed in key buildings. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on December 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
